RESOLUTION RE: <br />Community Development <br />Block Grant Funds <br />Year V <br /> <br />Staff Report re: <br />Lease w/ GSA for <br />Old Post Office <br />Building Office <br />Space <br /> <br />Ordinance re: Licenses <br />Volunteer Firefighters <br /> <br /> W~g~REAS, it is anticipated that the City of <br />CharlottesVii~te~iil be eligible for Community Development <br />Block Grant funding for Year V of the Community Development <br />Act of 1974 in the amount of $342,000; and <br /> <br /> WHEREAS, the City Council has received recommendations <br />for the expenditure of such funds and for the adjustment of <br />funds allocated to projects for the previous years under such <br />grant, from the Community Development Act Planning Task Force, <br />the City Planning Commission~and the Social Development <br />Commission; and <br /> <br />499 <br /> <br /> WHEREAS, a public hearing to consider such proposed <br />expenditures and adjustments of Community Development Block <br />Grant Funds was duly advertised and held by the City Council <br />on February 20, 1979, as required by law- now, therefore <br />be it ' ' ' <br /> <br /> RESOLVED by the Council of the City of Charlottesville <br />that the following list of projects is hereby adopted for <br />the expenditure of Year V Community Development Block Grant <br />Funds in the estimated amount hereinafter set forth: <br /> <br />(a) <br /> <br />$91,332 to fund projects previously approved <br />in Year I, I-I~ III and IV. <br /> <br />(b) <br /> <br />$180,000 for Schenk's Branch drainage improve- <br />ments. Such allocation shall first be used to <br />fund any cost over-run in Phase I of such <br />project, being that portion thereof lying east <br />of 10th Street. Only after adequate funding <br />is assured for the section east of 10th Street <br />shall such funds be utilized to make drainage <br />improvements to Schenk's Branch west of 10th <br />Street to the western end of Page Street. <br /> <br />(c) $67,668 for the Housing Rehabilitation Progrmn. <br /> <br />(d) $3,000 for Grant Planning and Management <br /> <br /> BE IT FURTHER RESOLVED that the original allocations to <br />the Community Development Block Grant Projects as indicated in <br />the CDBG quarterly status report dated February 14, 1979,be <br />modified including reductions to the following projects herein- <br />after set forth: <br /> <br />PROJRCT <br /> <br />Year 2 <br /> Forest Hill Avenue Sidewalk <br /> 7 1/2 Street Sidewalk <br /> <br />Year 4 <br /> Fifeville Drainage <br /> Belmont Drainage <br /> Forest Street Sidewalk <br /> Harris Road Sidewalk <br /> Curb Cut Construction <br /> Chesapeake Street Drainage <br /> <br />REDUCTION IN ORIGINAL ALLOCATION <br /> <br />$ 41,027 <br /> 36,253 <br /> <br /> 9,700 <br /> 18,000 <br /> 7,500 <br /> 23,000 <br /> 5,000 <br /> 40,000 <br />$i80,480 <br /> <br />Mr. Stripling reported to Council that after extended <br /> <br />negotiations and several meetings w.e have finally received <br /> <br />a written offer from General Services Administration for lease <br />of space now occupied bMy GSA in the Old Post Office Building. <br /> <br />He stated that the offer of $49 257 60 fper year for 7 655 <br />square feet is well below our requested lease amount. He stated <br />that according to GSA it is the maximum amount which they can <br />pay federal law. The staff recommended that the City Manager <br />be authorized to enter into a lease agreement with GSA. Mrs. <br />O'Brien pointed out that under the terms of this lease it will <br /> <br />cost this community $70,000 to allow GSA to remain at this <br /> <br />location and will make the renovations for the library more <br />difficult. The Mayor was requested to contact Congressman <br />Robinson and our two Senators to see if they could give us <br />some help in negotiating this lease. <br /> <br />An ordinance entitled "AN ORDINANCE TO ~ENDAND REORDAIN <br /> <br />SECTION 10-59.1 OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br /> <br />1976, AS AMENDED, PERTAINING TO LICENSES FOR VOLUNTEER FIRE- <br /> <br />FI~HTERS,'' which was offered at the meeting of the Council on <br /> <br /> <br />
