RESOLUTION RE: Community Development Block Grant Funds Year V Staff Report re: Lease w/ GSA for Old Post Office Building Office Space Ordinance re: Licenses Volunteer Firefighters W~g~REAS, it is anticipated that the City of CharlottesVii~te~iil be eligible for Community Development Block Grant funding for Year V of the Community Development Act of 1974 in the amount of $342,000; and WHEREAS, the City Council has received recommendations for the expenditure of such funds and for the adjustment of funds allocated to projects for the previous years under such grant, from the Community Development Act Planning Task Force, the City Planning Commission~and the Social Development Commission; and 499 WHEREAS, a public hearing to consider such proposed expenditures and adjustments of Community Development Block Grant Funds was duly advertised and held by the City Council on February 20, 1979, as required by law- now, therefore be it ' ' ' RESOLVED by the Council of the City of Charlottesville that the following list of projects is hereby adopted for the expenditure of Year V Community Development Block Grant Funds in the estimated amount hereinafter set forth: (a) $91,332 to fund projects previously approved in Year I, I-I~ III and IV. (b) $180,000 for Schenk's Branch drainage improve- ments. Such allocation shall first be used to fund any cost over-run in Phase I of such project, being that portion thereof lying east of 10th Street. Only after adequate funding is assured for the section east of 10th Street shall such funds be utilized to make drainage improvements to Schenk's Branch west of 10th Street to the western end of Page Street. (c) $67,668 for the Housing Rehabilitation Progrmn. (d) $3,000 for Grant Planning and Management BE IT FURTHER RESOLVED that the original allocations to the Community Development Block Grant Projects as indicated in the CDBG quarterly status report dated February 14, 1979,be modified including reductions to the following projects herein- after set forth: PROJRCT Year 2 Forest Hill Avenue Sidewalk 7 1/2 Street Sidewalk Year 4 Fifeville Drainage Belmont Drainage Forest Street Sidewalk Harris Road Sidewalk Curb Cut Construction Chesapeake Street Drainage REDUCTION IN ORIGINAL ALLOCATION $ 41,027 36,253 9,700 18,000 7,500 23,000 5,000 40,000 $i80,480 Mr. Stripling reported to Council that after extended negotiations and several meetings w.e have finally received a written offer from General Services Administration for lease of space now occupied bMy GSA in the Old Post Office Building. He stated that the offer of $49 257 60 fper year for 7 655 square feet is well below our requested lease amount. He stated that according to GSA it is the maximum amount which they can pay federal law. The staff recommended that the City Manager be authorized to enter into a lease agreement with GSA. Mrs. O'Brien pointed out that under the terms of this lease it will cost this community $70,000 to allow GSA to remain at this location and will make the renovations for the library more difficult. The Mayor was requested to contact Congressman Robinson and our two Senators to see if they could give us some help in negotiating this lease.
