6 (carried over) APPROPRIATION g. : $582,684 - Reallocation of Schools Fund Balance (carried over) RESOLUTION h. : Accepting Robinson Woods into City Street System BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, on recommendation of the City Engineer and Director of Neighborhood Development Services, that Robinson Woods, a street in t he Kellytown PUD which has been built to City standards and specifications, is hereby accepted into the City street system for maintenance. The street hereby accepted is shown on the attached copy of the City Real Estate Tax Map 3. ORDINANCE i. : "AN ORDINANCE AMENDING THE CITY'S COMPREHENSIVE PLAN TO CHANGE THE LAND USE DESIGNATION OF PARCELS 50, 51, 51.1 AND 52, CITY TAX MAP 61 (1013, 1004, 1006 AND 1010 LINDEN AVENUE) FROM "TWO - FAMILY RESIDENTIAL" TO nd "COMEMRCIAL" ( 2 reading) ORDINANCE j. : "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 34 - 15 OF THE ZONING ORDINANCE AS AMENDED, BY THE REZONING OF PARCELS 77 AND 78, nd CITY TAX MAP 5, FROM "R - 2" TO R - 3 (10 1 - 103 Gordon Avenue) (2 reading) TH ORDINANCE : REZONING PROPERTY BETWEEN CARLTON ROAD AND 10 nd STREET, N.E. FROM B - 2 TO M - 1 (2 reading) Mr. Lynch said that the developer had a concern about extending the road through the property which is a concern to the neighbors. Mr. Lynch said he would like to send a clear signal that the extension of Water Street to Carlton is for the public good and should be adhered to. Mr. Lynch said he would like to have this taken into consideration during the site plan rev iew. Ms. Richards said she agrees with Mr. Lynch. Mr. Cox said he will abstain from voting due to a potential conflict of interest. The ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE DISTRICT MAP INCORPORATED IN SECTION 34 - 15 OF THE ZONI NG ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS AMENDED, BY THE REZONING OF PARCEL 157 AND PARCEL 157.1, LOTS 2 - 4.2 AND 1 - 3.2, CITY TAX MAP 57, FROM "M - 2" TO "M - 1," which was offered at the st July 1 meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr. Lynch, Ms. Richards, Mr. Schilling. Noes: None. Abstaining: Mr. Cox. RESOLUTION : FORGIVING $54,767.77 LOAN TO MONTICELLO AREA COMMUNITY ACTION AGENCY Mr. Schilling said he appreciates the work MACAA has done and fee ls that all of the programs are worthy of funding. Mr. Schilling said the budget is tight and there is public doubt over fiscal management. He said there are many other worthy ways that the funds could be used. He said that money was given for specific programs, but MACAA cannot show that the money was spent for these programs as they were co - mingled., and the problem has been ongoing for seven years. Mr. Schilling said the City needs to insist that all agencies hold to standards. He expressed concern that if this debt is forgiven, then out of fairness it must be done for all agencies that request it. He said he does not want to put MACAA in a difficult financial situation, but feels the money needs to be spent on these programs. Mr. Schilling said he would accept option #2, giving MACAA three years to accomplish the requirement of putting the money into the respective programs.
