6 <br /> (carried over) <br /> <br />APPROPRIATION <br />g. : $582,684 - Reallocation of Schools Fund Balance <br /> (carried over) <br /> <br />RESOLUTION <br />h. : Accepting Robinson Woods into City Street System <br /> <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, on <br />recommendation of the City Engineer and Director of Neighborhood Development <br />Services, that Robinson Woods, a street in t he Kellytown PUD which has been built to <br />City standards and specifications, is hereby accepted into the City street system for <br />maintenance. FROM B - 2 TO M - 1 (2 reading) <br /> <br /> Mr. Lynch said that the developer had a concern about extending the road through <br />the property which is a concern to the neighbors. Mr. Lynch said he would like to send a <br />clear signal that the extension of Water Street to Carlton is for the public good and should <br />be adhered to. Mr. Lynch said he would like to have this taken into consideration during <br />the site plan rev iew. <br /> <br /> Ms. Richards said she agrees with Mr. Lynch. <br /> <br /> Mr. Cox said he will abstain from voting due to a potential conflict of interest. <br /> <br />The ordinance entitled "AN ORDINANCE AMENDING AND REENACTING <br />THE DISTRICT MAP INCORPORATED IN SECTION 34 - 15 OF THE ZONI NG <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1990, AS <br />AMENDED, BY THE REZONING OF PARCEL 157 AND PARCEL 157.1, LOTS 2 - <br />4.2 AND 1 - 3.2, CITY TAX MAP 57, FROM "M - 2" TO "M - 1," which was offered at the <br />st <br />July 1 meeting, was approved by the following vote. Ayes: Mr. Caravati, Mr. Lynch, <br />Ms. Richards, Mr. Schilling. Noes: None. Abstaining: Mr. Cox. <br /> <br />RESOLUTION <br />: FORGIVING $54,767.77 LOAN TO MONTICELLO AREA <br />COMMUNITY ACTION AGENCY <br /> <br /> Mr. Schilling said he appreciates the work MACAA has done and fee ls that all of <br />the programs are worthy of funding. Mr. Schilling said the budget is tight and there is <br />public doubt over fiscal management. He said there are many other worthy ways that the <br />funds could be used. He said that money was given for specific programs, but MACAA <br />cannot show that the money was spent for these programs as they were co - mingled., and <br />the problem has been ongoing for seven years. Mr. Schilling said the City needs to insist <br />that all agencies hold to standards. He expressed concern that if this debt is forgiven, <br />then out of fairness it must be done for all agencies that request it. He said he does not <br />want to put MACAA in a difficult financial situation, but feels the money needs to be <br />spent on these programs. Mr. Schilling said he would accept option #2, giving MACAA <br />three years to accomplish the requirement of putting the money into the respective <br />programs. <br /> <br />
