10 <br />From Amount To Account Code <br /> <br />Virginia Dept of Transportation $300,000 27 - 280 - 051161 - 50111 <br />City 2% Share (27 - 280 - 051109) $ 6,000 27 - 280 - 051161 - 50111 <br /> <br /> This appropriation is conditioned upon reimbursement by the Virginia <br />Department of Transportation in the amoun t of $300,000 as periodically invoiced by the <br />City. <br /> <br /> Mr. Lynch said that the next public meeting on Hillsdale Drive Extension will be <br />th <br />held on September 25 . He said that concerns expressed by senior citizens at the last <br />meeting are being taken into acco unt. He said there is a website that shows the alignment <br />alternatives. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />APPROPRIATION <br />: $12,500 - JEFFERSON AREA BOARD FOR AGING <br /> <br /> Mr. Schilling said he did not support providing these funds to JABA previousl y <br />because the CDBG Task Force did not recommend funding because it was outside of the <br />budget process. He said that after staff researched the matter it was found that JABA was <br />not eligible for CDBG funds, so the decision was made to give AHIP CDBG funds r ather <br />than general funds to get around the intent of how the money is to be used. He said he <br />does not feel this is good public policy. <br /> <br /> On motion by Mr. Caravati, seconded by Mr. Lynch, the $12,500 appropriation <br />for Jefferson Area Board for Aging was off ered and carried over to the next meeting for <br />consideration. <br /> <br />APPROPRIATION <br />: $221,000 - PAYMENT FROM PARAMOUNT THEATER FOR <br />UNDERGROUND UTILITIES <br /> <br /> Mr. Schilling asked for clarification on what the City's contribution is to the <br />undergrounding project. <br /> <br /> M r. O'Connell said the full cost of undergrounding is $536,900 and the City will <br />pay $315,982. Mr. O'Connell said this formula is similar to that used for the Kuttner, <br />th <br />Live Arts, and 5 and Water projects. <br /> <br /> Mr. Schilling said he opposes this and does n ot think it is a top priority in a tight <br />budget. <br /> <br /> Mr. Caravati asked what the balance will be in the undergrounding budget after <br />this project, and Mr. Tolbert said $150,000. <br /> <br /> Mr. O'Connell said funds have been set aside in the capital budget for <br />undergro unding for projects such as this. <br /> <br /> Mr. Tolbert said that the undergrounding in the portion adjacent to the Live Arts <br />was divided 50/50 with the City. He said there was a piece not adjacent to Live Arts that <br />was not charged to them, and this is the case w ith the Paramount Theater as well. <br /> <br /> Mr. Caravati asked if other property owners were asked to participate, and Mr. <br />Tolbert said yes, but they declined. <br /> <br /> Mr. Cox said Council has made a commitment to eliminate overground lines <br />downtown, and said this will be a significant improvement. <br /> <br /> Ms. Richards noted that this is the application of a general policy approved by <br />Council. <br /> <br />
