9 <br /> Ms. Mueller said the buses have pre - emption on green lights, but cannot override <br />every signal like the Fire Department can do. She said legislation was requested for the <br />yield to bus signs, but it was not approved by the General Assembly. <br /> <br /> Mr. Brown said that given the action of the General Assembly, he does not think <br />the City has the authority to adopt an ordinance regarding the yield to bus signs. He said <br />that the City could ask the General Assembly to consider approving a charter amendment <br />for Charlottesville that would allow this, rather than requesting legislation statewide. <br /> <br /> Responding to questions from Mr. Lynch, Mr. Charles Petty, Acting Transit <br />Manager, said equipment would be needed to allow buses to change red lights to green, <br />and said that Sunday service is recommended in year 4 in the plan. <br /> <br /> Ms. Mueller said staff can cost this out with limited hours. <br /> <br /> Mr. Lynch said he has not figured out if the CATEC route is needed. <br /> <br /> Responding to a question from Mr. Cox, Ms. Mueller said CTS marketing staff <br />could work with CATEC to promote the route, and an update could be given to Council <br />during the budget process. <br /> <br /> Mr. Caravati said he feels a demand analysis and survey should be done before <br />spend ing any money on a route to CATEC. <br /> <br /> Ms. Richards said the fact that it would be a tripper service should be part of the <br />question posed in the survey. <br /> <br /> Mr. Schilling said having to use a tripper service is an issue residents in <br />Greenbrier face every day. <br /> <br /> Mr. Cox said he thinks a pilot route to CATEC would be worth it, but agrees a <br />survey needs to be done. <br /> <br /> Mr. Lynch made a motion to approve the appropriation of $283,081 for the <br />Transit Development Plan, and Ms. Richards seconded the motion, requesting t hat it be <br />amended to track the demand for the CATEC route. Mr. Lynch accepted the amendment, <br />and the appropriation was carried over to the next meeting for consideration. <br /> <br />nd <br />APPROPRIATION <br />: $306,000 - HILLSDALE DRIVE EXTENSION (2 reading) <br /> <br /> Mr. O'Connell explained that state and city funds will be used to do engineering <br />work for the Hillsdale Drive Extension. <br /> <br /> Mr. Brown said the appropriation needs to be amended to include the account <br />code. <br /> <br /> Mr. Lynch made a motion to amend the appropriation to include t he account code, <br />Mr. Schilling seconded the motion, and the appropriation was amended by the following <br />vote. Ayes: Mr. Caravati, Mr. Cox, Mr. Lynch, Ms. Richards, Mr. Schilling.
