6 <br /> Mr. Cox said he supports the existing priorities and does not feel the need to <br />change the position of t he Meadowcreek Parkway. He said we need to make sure that <br />unfunded priority projects are realized. <br /> <br /> Mr. Lynch said he does not think this meeting is the appropriate time to <br />reconsider this, and said it would be better to do so in a work session. He sai d he would <br />favor moving the Meadowcreek Parkway to the first page of funded projects. He asked <br />Council to consider whether they support Phase II of Meadowcreek Parkway, noting that <br />he does not see much support for it. <br /> <br /> Ms. Richards said that if some Coun cilors feel that the listing needs work, may <br />need re - evaluating and updating, and was developed using a flawed process, then it is <br />non - representative and should not be included in an important statement to the <br />Commonwealth Transportation Board. <br /> <br /> Mr. Cox a sked if the majority of Council feel it does not reflect their priorities. <br /> <br /> Ms. Richards said she will not read the statement to the CTB because she does not <br />agree with the process. She said the list is being used for a purpose it was not intended <br />for, n oting that it is being taken as a funding priority list. <br /> <br /> Mr. Lynch said he has no problem taking this list to the CTB. He said that no one <br />got the exact list they wanted and he thinks it was as good a process as we can get. He <br />said he is open to other suggestions. <br /> <br /> Mr. Cox said the listing reflects fairly appropriately his priorities. He said <br />Hillsdale Drive is number one and Meadowcreek Parkway is already funded. <br /> <br /> Mr. Caravati said he feels the priorities have changed, and he does not think #15 <br />shou ld on the listing, in addition to other changes. He agreed we need an up to date <br />version, and said he would like to see the MPO's priority list. <br /> <br /> Ms. Richards said the City's representative on the CTB is struggling with getting <br />funding for Hillsdale Driv e, the linear parkway in Albemarle County adjacent to the <br />Meadowcreek Parkway, the Meadowcreek Parkway interchange, and the Route <br />29/250/Hydraulic interchange study. She said Council should back him up on these <br />projects. Ms. Richards said the eastern con nector is nothing but a wish list. She <br />suggested that the best thing to do is focus the City's request to projects we believe we <br />can realistically get and want. Ms. Richards made a motion to include the following <br />priorities in the statement: 1) Hillsdal e Drive; 2) Meadowcreek Parkway); 3) Rt. <br />29/250/Hydraulic interchange study; 5) combination of others include Intelligent <br />Transportation System and the Bike and Pedestrian Master Plan. <br /> <br /> The motion died due to last of a second. <br /> <br /> Mr. Lynch made a motion to approve the existing list, striking #15 (Phase II of <br />Meadowcreek Parkway), and moving the Meadowcreek Parkway from the list to the first <br />page, and Mr. Cox seconded the motion. <br /> <br /> Mr. Schilling offered a substitute motion, directing staff to come up with a <br />weighted process to determine the priority listing, to be given to Council at the next <br />meeting. Mr. Caravati seconded the motion. <br /> <br /> Ms. Richards expressed concern that the CTB has requested Council's statement <br />ahead of time. <br /> <br /> Mr. O'Connell said that the CTB has asked for Council's priorities in advance of <br />the public hearing, and he does not know the implications of not doing that. <br /> <br /> Mr. Caravati said Council should find time for a work session. <br /> <br />
