He said as a result the value of his h ouse has dropped. He said it is frustrating that <br />the Board of Zoning Appeals did not look at the facts. <br /> <br /> Mr. Kim Tingly, 525 Grove Avenue, said he lives across the street from the <br />Virginia Neurocare facility. He read from their application for a group h ome and <br />questioned why this is a protected class of citizens. <br /> <br /> Ms. Nancy Damon, 2407 Jefferson Park Avenue, representing the Virginia <br />Festival of the Book, invited the community to participate in the Festival. <br /> <br />th <br /> Mr. Francis Fife. 501 9 Street, S.W., urg ed Council to pass a resolution to send <br />to the General Assembly calling on them to adopt a budget in line with the Governor's <br />budget or to provide more resources to cover the needs of this Commonwealth. He said <br />attention should be called to the difficulty for localities without a State budget. Mr. Fife <br />said he hopes Council will support funding for the Drug Court. <br /> <br /> Mr. David Toscano, 628 Evergreen Avenue, expressed concern that information <br />on the recent budget survey gave misleading impressions regarding the school budget and <br />populations. He noted that the City is only providing the schools with 28.9% of new <br />funding this year, a departure from the policy of providing 40% of new funding. <br /> <br /> Captain Bryant Bibb of the Charlottesville Police Department, spea king on behalf <br />of Chief Timothy Longo, endorsed and supported the resolution authorizing the <br />development of a Public Safety Strategic Plan. He said Chief Longo also supports the <br />City Manager's current budget proposal. He said the Police Department is str iving to be a <br />world class department. <br /> <br /> Mr. Charles Weber, 601 Locust Avenue, said a number of lessons have been <br />learned about the issue of the Virginia Neurocare facility. He said the City originally said <br />it was not permitted, but reversed its decision, but did not notify the residents of the <br />reversal. He said one option for the City is to enforce the zoning ordinance. He said the <br />second option is to permit the City Attorney to determine if an exception is required <br />which shifts the burden of proof back onto the residents. The third option is to find a <br />process that is a little more public. <br /> <br /> Ms. Martha Levering, 712 Grove Avenue, President of the Martha Jefferson Area <br />Neighborhood Association, referring to the Virginia Neurocare facility, read a letter <br />a sking assistance for strict compliance of the building code and zoning ordinance. She <br />said there is a discrepancy in the number of people at the facility and the number of <br />people allowed by the zoning ordinance. <br /> <br />
