7 <br /> Mr. Cox thanked staff for taking on the challenge, and noted that Council s et the <br />bar very high. <br /> <br />REPORT <br />: THOMAS JEFFERSON PLANNING DISTRICT COMMISSION <br />REGIONAL SOLID WASTE PLAN <br /> <br /> Ms. Judy Mueller, Director of Public Works, explained that the Virginia <br />Department of Environmental Quality requires localities to have a Solid Waste Plan. <br /> <br /> Mr. Chris Gensic with the Thomas Jefferson Planning District Commission, asked <br />for questions about the plan which lays out issues to be studied. <br /> <br /> Mr. Schilling noted that the plan seems to study most eventualities. He asked if <br />this would be an o pportunity to re - evaluate the City's participation in the McIntire <br />Recycling Center given the City's curbside recycling program. He said the City is <br />subsidizing others' usage of the Center and he would like further analysis of that. <br /> <br /> Ms. Mueller said th is issue is under active discussion at Rivanna. <br /> <br /> Mr. Cox asked if there are others models to capture the financial cost. <br /> <br /> Mr. Gensic noted that other localities in the area are increasing their numbers of <br />recycling centers. <br /> <br /> Mr. Lynch said this plan is a good example of the Planning District Commission <br />saving Charlottesville from having to do a plan for ourselves. <br /> <br /> Mr. Caravati noted that it costs a penny on the tax rate to participate in McIntire <br />Recycling Center, and Ms. Mueller said that the Center l oses $300,000 every year. <br /> <br /> Mr. Caravati said he looks forward to a public education about the costs of the <br />Center. <br /> <br /> Mr. Lynch said we need to consider recycling of items that do not end up going <br />into the landfill. <br /> <br /> Mr. Schilling said that those who recy cle are more able to pay for it, but it is an <br />unfair burden for those who are not using it. <br /> <br />RESOLUTION <br />: AUTHORIZING PURCHASE OF AVON STREET PROPERTY <br />FROM LIEBIG CORPORATION <br /> <br /> Ms. Mueller explained that in 2001 the City purchased property on Avon Street t o <br />be used as a transit operations center, and staff feel that it is in the best interest of the City <br />to acquire this additional property as well. She said that $2.5 million will be saved in site <br />development if the property is purchased. She said Council is being asked to authorize <br />
