51 <br /> <br /> Dr. Brown said he is pleased with the committee's recommendations and feels <br />they are both good ideas. <br /> <br /> Mr. Lynch said the ideas are good ones, and he feels it is appropriate to do <br />something to honor Herman Key. He said he feels the strongest recommendation is to <br />rename the Recreation Center. <br /> <br /> Ms. Hamilton said Herman Key was a great person and a good consensus builder. <br />She said she likes both suggestions, particularly the naming of the 9th/10th Street <br />Connector because he was such a good connector of people and neighborhoods. <br /> <br /> Mr. Schilling said he thinks the idea of a community dialogue is a great idea and <br />favors that approach. <br /> <br /> Dr. Brown said Council can hold a public hearing, but he is also open to <br />suggestions about a public process. <br /> <br /> Mr. Marshall Slayton, 1215 River Vista, a member of the committee, said he <br />thinks Mr. Key would have liked there to be a meeting in the Fifeville neighborhood <br />because many of the people who knew him are not likely to come to a public hearing in <br />City Hall. <br /> <br /> Dr. Brown asked staff to help organize a public meeting with the committee, and <br />Councilors agreed. <br /> <br />PUBLIC HEARING/ORDINANCE: CHANGING TIME OF REGULAR COUNCIL <br />MEETINGS TO 7:00 P.M. (OR EARLIER) <br /> <br /> Dr. Brown said that one of the goals of the Council is to have meetings occur in a <br />more timely fashion for the benefit of those attending the meeting, those watching on <br />television, and the media who cover the meetings. He said he would like to see meetings <br />last three hours or less. He said he welcomes public comment on the issue. <br /> <br />The public hearing was opened. <br /> <br /> Mr. Bill Nitchman, an Albemarle County resident active in development in the <br />City, said there was much more public participation when he was a member of the <br />County Planning Commission when they moved their meetings from 7:00 p.m. to 6:00 <br />p.m. He said he feels people prefer meetings to start shortly after they have a fast dinner. <br /> <br /> Mr. Lynch said he is willing to go earlier and thinks 6:00 p.m. would be <br />appropriate, but is willing to go with 7:00 p.m.. He said he would like to make the <br />meetings more accessible to the public. He asked the public to contact Councilors about <br />the issue. He said starting earlier would help the press meet their deadlines. <br /> <br /> Ms. Hamilton said she is supportive of moving the meetings to 7:00 p.m. She <br />noted that some Councilors have indicated they may have conflicts with starting earlier <br />than that. <br /> <br /> Mr. Schilling said that not everyone in the City gets off work at 6:00 p.m., and <br />parents have to cook dinner. He said he feels 7:00 p.m. is a reasonable compromise. <br /> <br /> Mr. Lynch moved the ordinance, with a starting time of 7:00 p.m., and <br />encouraged the public to comment prior to the second reading.
