consequence had been to place the cost of a new home beyond the reach of many middle <br />class buyers and to neglect the needs of low income renters and buyers. To counteract <br />these effects we have provided ample opportunities to low-income families through <br />redevelopment and development of affordable rental and owner-occupied housing. <br />Though strong partnerships with the development community we have supplied a wide <br />diversity of housing type, including condos and townhouses, to accommodate a variety of <br />families, living arrangements and income levels. The result has been a well-designed and <br />economically balanced urban community. Homelessness has been drastically reduced <br />and very few families spend more than 30% of their income on housing." <br /> <br />Leadership in Regional Cooperation <br /> <br />After a series of divisive battles over economic development, transportation and <br />environmental issues, we began to see we would be much better served by emphasizing <br />cooperation over competition. We have achieve a services and revenue replacement <br />agreement with all University of Virginia development in the City. We have established <br />a transportation authority that delivers planning, resources and consensus to build all <br />types of transportation facilities for an urban community. We have developed a joint <br />services agreement with the County to improve efficiency in the delivery of all <br />government services. The result has been an integrated, coordinated transportation <br />system that offers numerous choices for commuting, recreation and economic activities. <br />The unprecedented level of cooperation has allowed us to implement our joint master <br />planning documents. The inevitable growth of the University has yielded mixed use <br />developments that positively impact the economic condition and enhanced the quality of <br />life in the City. (Tyler notes: Make more outcome-based such as "U. Va. Growth has <br />occurred in the City without a negative impact on City finances") <br /> <br />Get Smart on Crime: Safety/Justice <br /> <br />We resolved as a community that the national "get tough" approach to crime was, in fact, <br />a blunt instrument that did not allow the hard-core criminal element to be distinguished <br />from lives that could be salvaged. Just as the "broken windows" theory teaches us that <br />neglect of neighborhoods and social fabric leads to crime, we resolved to enhance <br />community and family involvement in criminal justice initiatives. This approach has <br />allowed us to reduce the number of repeat offenders, to virtually eliminate large scale <br />drug trafficking, and to lower "quality of life" (Tyler note: Substitute "petty and property <br />crimes" here?) crimes through a range of innovative strategies. These include greatly <br />enhanced economic and social opportunities, community policing, comprehensive <br />alternative sentencing strategies, restorative justice, domestic violence prevention <br />programs, and many others. (Tyler notes: separate hard core versus restorable; develop <br />strategy to re-integrate no throw away lives; tend to broken windows; safe community <br />because we deal with crime effectively but also have support to reintegrate people - <br />attain goals) <br /> <br />Education <br /> <br />All (Tyler note: Add "citizens, especially our") children receive and embrace <br />opportunities that enable them to recognize and fulfill their potential and independent <br />aspirations. We will involve families and the community in the education of our children <br />and create opportunities for lifelong learning. Our children demonstrate a mastery of the <br />fundamentals; are exposed to a wide variety of tangible skills and life experiences; and <br />are inspired to participate in the larger community as creative, productive and <br />contributing members of our society.\ <br /> <br />Transportation <br /> <br />Charlottesville is a community with a variety of efficient and accessible transportation <br />options. Our transportation network facilitates safe and convenient pedestrian, bicycling, <br />automotive and public transit alternatives with access by all and integrated into the larger <br />regional community. <br /> <br /> <br />
