<br /> 58 <br />RESOLUTION <br />: APPROVING CITY MANAGER WORK PLAN <br /> <br /> Mr. Schilling said he has been asked to bring additional items to add to the Work <br />Plan, and would like to look at similar studies for Police and School consolidation as is <br />being done for the Fire Department. He said he would also like to look at the overall <br />issue of traffic and in some areas look at one-waying of streets. <br /> <br /> Mr. O’Connell said that the school issue has been studied in the past and is not <br />really a City Manager issue. He suggested that Mr. Schilling talk to the School Board. <br />He said that there should be some nod from Albemarle County regarding Police <br />consolidation before proceeding. He said that if Fire consolidation works it sets the stage <br />for looking at other areas. Regarding the traffic issue, he said he needs more information. <br /> <br /> Mr. Schilling said he would like to take a comprehensive look at traffic and see if <br />things can be improved. <br /> <br /> Mr. Caravati said that Council has talked about developing criteria to judge <br />streets. He said he does not see Schools being part of the City Manager Work Plan. He <br />said consolidations are political events and until there has been a discussion with <br />Albemarle County it is premature to put them in the Plan. He said that is something the <br />Council needs to talk about a great deal more before tasking the City Manager. <br /> <br /> Ms. Hamilton said she is interested in pursuing the traffic issue. She said we <br />study things a lot, but if we move in that direction we should commit to using it to guide <br />our decisions. <br /> <br /> Mr. Lynch said he agrees with Mr. Caravati that consolidation of Schools and <br />Police is a political consideration, and he is not sure we are there yet to put in the Work <br />Plan. He said it will be a tough accomplishment to pull off the Fire study in a year. He <br />said there are specific things regarding traffic that we could do such as look at a speed <br />limit of 25 mph for all City streets. He said we could also consider redoing the traffic <br />network model. <br /> <br /> Dr. Brown said he is persuaded by Mr. Caravati about the Police and School issue <br />and said we can pursue conversations with the County. He said he would like to see how <br />we flesh out the traffic issue and what we can do more comprehensively with speeding, <br />cut-through traffic, etc. <br /> <br /> Mr. O’Connell said staff can put together pros and cons to give to Council and the <br />Board of Supervisors regarding Police consolidation. <br /> <br /> Mr. Schilling said he thinks Mr. O’Connell’s suggestion is a good start. <br /> <br /> Mr. Lynch made a motion to approve the City Manager’s Work Plan and Mr. <br />Lynch seconded the motion. <br /> <br /> Mr. Schilling said he will vote yes on the Plan as he is on board with about 50% <br />to 60% of the items. <br /> <br /> The City Manager’s Work Plan was approved by the following vote. Ayes: Dr. <br />Brown, Mr. Caravati, Ms. Hamilton, Mr. Lynch, Mr. Schilling. Noes: None. <br /> <br />PUBLIC <br /> <br /> There were no matters by the public. <br /> <br />COUNCIL REPORTS <br /> <br /> Mr. Lynch said the Hillsdale Drive Steering Committee met and is in contract <br />negotiation for design work <br /> <br /> <br />
