He said he does not have a problem with the 15 day grace <br />period or the lower fee. He said he is not sure the fee can be processed for that amount <br />though and suggested a fee of $25. <br /> <br /> Mr. Schilling thanked Ms. Long for her comprehensive letter. He said she made <br />good points and he looks forward to the issue coming back. Mr. Schilling made a motion <br />to approve the ordinance, amended to reflect a $25 fee and a 15 day grace period. <br /> <br /> Ms. Hamilton seconded the motion. <br /> <br /> Mr. Caravati thanked the PODS owners for helping make the ordinance better. <br /> <br /> Mr. Lynch expressed concern about the 15 days. He said the concerns from the <br />public are with PODS staying around too long. He said he thinks 10 days would be more <br />appropriate and would give two weekends which he thinks is plenty of time to move in <br />and out. He offered a substitute motion to change the grace period to 10 days. He said <br />he personally would like to see the fee higher as that would give an incentive to move <br />quickly. <br /> <br /> Mr. Lynch’s motion died for lack of a second. <br /> <br /> The ordinance entitled “AN ORDINANCE APPROVING AND ADOPTING A <br />SCHEDULE OF FEES PURSUANT TO CITY CODE 34-10(a) APPLICABLE TO <br />VARIOUS ZONING APPLICATIONS, PETITIONS, INSPECTIONS, PERMITS AND <br />APPROVALS” was carried over to the next meeting for consideration. <br /> <br />TH <br />RESOLUTION <br />: TEMPORARY MALL CROSSING AT 4 STREET <br /> <br /> Mr. Tolbert said that Council had wanted to hear a recommendation on a <br />th <br />temporary crossing of the mall. He said staff is recommending that 4 Street be opened <br />because of the existing infrastructure. He said the recommendation is to have traffic go <br />south, but because of the concern about cut-through traffic, the recommendation is to <br />th <br />change to one-way going north on the portion of 4 Street from Garrett to Water Street. <br />Mr. Tolbert said that if Council decides to permanently have another mall crossing, staff <br />th <br />recommends that the crossing be at 5 Street as it has no circulation problems.. He said <br />thst <br />4 Street could be opened on May 1. He said the recommendation is to also close the <br />crossing at 5:30 p.m. whenever there is an event at the Pavilion. He said the Downtown <br />Business Association is supportive of these recommendations. Mr. Tolbert said that <br />information will be collected regarding the success of the crossing, and will include <br />vehicular counts, pedestrian counts, an origin and destination survey and a measurement <br />of business activity, and findings will be presented in December. He said staff feel the <br />crossing can be done for less than $20,000 which will include signage changes and <br />temporary speed humps to slow cars down. <br /> <br /> Mr. Caravati suggested putting off the report until January in order to include data <br />from the Christmas season. <br /> <br /> Mr. Tolbert said that would not be a problem. <br /> <br /> Mr. Caravati asked about what the data on business activity might include, and <br />Mr. Tolbert said he is working with the Downtown Business Association on businesses <br />providing sales tax information as long as the specific business cannot be identified. <br /> <br /> Mr. Caravati suggested that we solicit opinions about the study from business <br />owners and maybe the University of Virginia because it is important that the data be the <br />best. <br /> <br /> <br />
