12
Strategy V: Develop and promote intergenerational programs as a resource that supports
the day-to-day operations and life-long learning

Mr. Norris said this strategy does not make sense, and he suggested doing away
with the whole page and capturing the items in the new strategy he proposed.

Councilors agreed to eliminate this strategy.

Strategy VI: Encourage and support University of Virginia and PVCC adoption of the
Charlottesville City Schools to help the system to be the best that it can be

Ms. Hamilton said that U. Va. is hiring a new Dean of Education, and the City
and Schools should say what they would like to see in this position.

Ms. Atkins said she has been involved in that process.

Ms. Hamilton suggested saying we value a strong relationship with the School of
Education.

Mr. Norris suggested that the word “adopting” on the first page be changed.
Councilors expressed support with this strategy.

Strategy VII (added by Mr. Norris): Support community based efforts to expand access
to mentoring, tutoring, youth enrichment, and family development

Mr. Lynch said he thinks the mentorship program should be expanded. He said
he never heard a compelling argument for reducing the Book Buddies program, and he
would like to see it come back.

Ms. Hamilton said the Book Buddies program got the community into schools
and it was good public relations.

Ms. Atkins said that senior School staff and School Board members have signed
on as academic mentors.

Mr. Norris said we should expand support for community groups that support
youth in their neighborhoods.

Ms. Hamilton said she would like to see what we are currently doing.

Mr. Norris said supporting the Commission on Children and Families youth
development collaborative would be a good goal. He said we need to do more with
family development and promoting responsible fatherhood.

Dr. Brown supported exploring programming to promote responsible fatherhood.

Ms. Atkins said that the Governor has proposed a Start Strong Program pilot for
four-year olds in the private and public sector. She said she hopes Charlottesville will be
selected as a pilot site.

Mr. Norris asked about the capacity of the schools to house a four-year old
program, and Ms. Atkins said the program would also be in the private sector.

Mr. Norris said it appears this program would subsidize a four-year old program
for all rather than expand the three-year old program for those most in need, and Ms.
Atkins said that is correct.

Ms. Hamilton said she would like to give further thought to adding on to the new
strategy suggested by Mr. Norris.

Ms. Atkins asked that more time be given to look at models for the Alternative
School before that is included.
