3 <br />Strategy V: Use Transportation System Management techniques to improve traffic flow. <br /> <br /> Mr. O’Connell said a lot of specifics for this strategy will come out of the <br />Comprehensive Plan discussion. <br /> <br />Strategy VI (added): Work with County and Regional partners to create a regional road <br />network. <br /> <br /> Mr. Lynch said this needs to be a high level strategy of its own to assure a <br />regional network of roads outside of the City. He said he wants it to work for people to <br />get in and out of town. Mr. Lynch said we need to find a way to actively help the County <br />find alignments. <br /> <br /> Dr. Brown suggested adding work with the County including on locations. <br /> Mr. Lynch suggested proactively working with the County on identifying <br />alignments. <br /> <br /> Mr. Norris asked where traffic calming fits, and Mr. Tolbert said some are in <br />pedestrian improvements. <br /> <br /> Mr. Norris suggested adding addressing speeding and cut-through traffic. <br /> <br /> Ms. Hamilton said sidewalks will help. She said many projects are held up <br />because of lack of neighborhood consensus. <br /> <br /> Mr. Lynch asked about enforcement, and said he would specifically like to hire a <br />couple of police officers for that purpose and have the fines cover their salaries. <br /> <br /> Mr. O’Connell said the fines will not cover the cost. <br /> <br /> Ms. Hamilton suggested adding investigate the cost of enforcement and other <br />options. <br /> <br /> Mr. Lynch said he wants to see documentation that the fines will not cover the <br />cost. <br /> <br /> Ms. Hamilton said she prefers other options, including photo red light <br />enforcement. <br /> <br /> Dr. Brown said he would like to have a proposal for enforcement from staff for <br />Council to consider. <br /> <br />A Green City <br /> <br /> Councilors indicated they are satisfied with the statement for the vision theme “A <br />Green City.” <br /> <br />Strategy I: Promoted and implemented U. S. Mayor’s Climate Protection Agreement. <br /> <br /> Dr. Brown said he does not like using the past tense. <br /> <br /> Mr. O’Connell said that the Environmental Sustainability Committee will be <br />getting into some of these issues. He said this is also a good one for “Best Practices” <br />from other cities. <br /> <br /> Mr. Lynch said his concern is that it might be tough to find the 1990 baseline. <br /> <br /> Dr. Brown said there are probably methods or formulas that can be used. <br /> <br /> Mr. Lynch asked if we can put a cap on the cost of doing that, and Ms. Kristel <br />Riddervold, Environmental Manager, said the estimated cost is in the $30,000 range. <br /> <br /> <br />
