4 <br /> <br /> Mr. Lynch said we need to put out our own policy. He noted that McGuffey gets <br />30% of the City’s arts money. He said he does not think the way we do funding for the <br />art is defensible. <br /> <br /> Ms. Hamilton said she has no problem looking at the way we do funding for the <br />arts. <br /> <br /> Mr. Lynch said the question is to what extent could PCA do some of this. <br /> <br /> Mr. O’Connell said that the conclusion of the previous arts group was that PCA <br />could not take on more responsibility unless they got more funding. <br /> <br /> Mr. Lynch said the City’s funding is all over the map for arts groups and we have <br />no objective criteria. <br /> <br /> Dr. Brown suggested adding re-evaluate City funding strategies for the arts. <br /> <br /> Mr. Norris noted there is also no procedure for our use of Percent for Arts funds. <br /> <br /> Ms. Hamilton suggested adding evaluate our policies and procedures for funding. <br /> <br /> Mr. O’Connell said he is hearing a more narrow focus from Council to review the <br />fairness of our funding and Percent for Art funds. <br /> <br /> Mr. Norris said he favors a high profile arts commission, and said he is hearing <br />that PCA thinks of themselves as that. He said he would like to explore this. <br /> <br /> Mr. Taliaferro agreed. <br /> <br /> Dr. Brown suggested that Council hold a future work session to consider the <br />previous arts group’s report, with feedback from PCA. <br /> <br /> Ms. Hamilton asked if the initiative “develop a comprehensive community-wide <br />strategy for promotion of arts, culture, heritage and entertainment” is actually something <br />we need to do. <br /> <br /> Mr. Lynch said it is happening on its own. <br /> <br /> Ms. Hamilton said that creating a public relations plan for sharing information is <br />being done on the Visitors Center website. <br /> <br /> Mr. Norris said he would rather reallocate funds to PCA than add a new <br />employee. <br /> <br /> Council agreed to take out the initiative to add a staff member. <br /> <br /> Mr. Lynch said he thinks we need to evaluate opportunities for public and private <br />investment in community wide arts and culture efforts as part of the arts review. <br /> <br /> Ms. Hamilton suggested adding “continue” promoting the City’s arts. <br /> <br />Strategy II: Link tourism promotion of arts and culture to economic sustainability. <br /> <br /> Mr. Mark Shore, Director of the Charlottesville Albemarle Convention and <br />Visitors Bureau, said these are all being done by the CACVB. <br /> <br /> Mr. O’Connell said that most of these items are from visitors’ standpoint. <br /> <br /> Ms. Hamilton said she would prefer that the City “facilitate” communication to <br />coordinate efforts with groups for sustainable economic development. <br /> <br /> <br />
