4Q8 <br />IN SHORTS THE MUNICIPAL FACILITIES COMMITTEE FINDS THAT THE LACK OF FACILITIES <br />IN THE CORPORATION COURT CLERKS OFFICE HAS REACHED THE POINT OF CRISIS ANA THAT THE <br />SITUATION HAS ALREADY BECOME ONE OF CHAOS CONFUSION AND BEWILDERMENT. THESE FINDINGS <br />ARE CONFIRMED BY THE CORPORATION COURT CLERKS THE JUDGE OF THE CORPORATION COUR7~ THE <br />ALBEMARLE COUNTY CIRCUIT COURT CLERKS AND A SPECIAL COMMITTEE OF THE CHARCOTTESVILLE- <br />ALBEMARLE BAR ASSOCIATION. <br />II. COURT ROOM <br />THE JUDGE OF THE CORPORATION COURT HAS NO COURT ROOM EXCEPT WHEN THE ALBEMARLE <br />CIRCUIT COURT IS NOT IN SESSION. <br />CORPORATION COURT TRIALS ARE CONDUCTED WHEREVER SPACE CAN BE FOUND -- THE ALBE- <br />MARLE BOARD OF SUPERVISORS ROOMS THE CITY COUNCIL CHAMBERS THE COUNTY COURT AND - <br />IN SOME GASES IN PRIVATE LAW OFFICES, <br />fiHE PRESENT ALBEMARLE CIRCUIT COURT FACILITIES PROVIDE NO ROOMS FOR WITNESSES <br />NO PLACE TO SEGREGATE WITNESSES NO TOILET FACILITIES FOR MIXED JURIES AND NO <br />CONFERENCE ROOMS. <br />THE COMMITTEE FINDS THAT THIS SITUATION IS AWKWARD AND INEFFICIENT. <br />III. CITY HALL <br />THE COMMITTEE FINDS THAT VARIOUS DEPARTMENTS OF CITY GOVERNMENT ARE SCATTERER <br />THROUGHOUT THE CITY AND THAT FEW IF ANY OF THE VARIOUS AGENCIES HAVE ADEQUATE <br />FACit_1TIES FOR CONDUCTING THE IMPORTANT AFFAIRS OF CITY GOVERNMENT. <br />A PRELIMINARY SURVEY INDICATES THAT EXISTING CITY AGENCIES WILL REQUIRE MORE <br />THAN DOUBLE THE AMOUNT OF THEIR PRESENT FLOOR SPACE IN THE NEAR FUTURE. <br />THE PRESENT CITY INALI_ BUILDING IS OLD AND DOES NOT LAND ITSELF TO FURTHER <br />EXPANSION EVEN IF LAND WERE AVAILABLE FOR ADDITIONS. THIS MEANS THAT AS THE CITY <br />GROWS MORE AND MORE CITY AGENCIES WILL HAVE TO SEEK QUARTERS OUTSIDE THE PRESENT <br />CITY HALL BUILDING. <br />THE COMMITTEE FEELS THAT CITY GOVERNMENT CANNOT FUNCTION EfTHER ECONOMICALLY <br />OR EFFICIENTLY UNDER THE PRESENT ARRANGEMENTS. <br />IV. FACILITIES NECESSARY <br />THE COMMITTEES AFTER VERY CAREFUL STUDY IS OF UNANIMOUS OPINION THAT SEPARATE <br />MUNICIPAL FACILITIES SHOULD BE CONSTRUCTED ONES TO HOUSE THE DEPARTMENTS OF CITY <br />GOYERNMrNT~AND THE OTHER TO EM@RACE THE CORPORATION COURT AND CLERKS n~FICE. THE <br />COMMITTEE HAS MADE NO DECISION AS TO THE FUTURE LOCATION OF THE RECREATION CENTERS THE <br />JOINT HEALTH DEPARTMENTS OR THE POLICE STATIONS BUT IS IN GENERAL AGREEMENT THAT THE <br />POLICE DEPARTMENTS POLICE COURTS AND POLICE LOCKUP SHOULD BE REBUILT IN ITS SAME <br />GENERAL. LOCATIONS THAT IS ON MARKET STREET BETWEEN FIFTH AND SEVENTH STREETS. <br />V. LOCATION <br />MANY SITES FOR LOCATION OF THE RECOMMENDED MUNICIPAL FACILITIES WERE GIVEN <br />CAREFUL CONSIDERATION BY THE COMMITTEE. TWO MAIN SITES WERE SELECTED. THEY ARE <br />IN ORDER OF PRIORITY AS FOLLOWS; <br />A. THAT THE PROPOSED NEW MUNICIPAL BUILDING BE LOCATED IN THE BLOCK BOUNDED BY <br />JEFFERSON AND HIGH STREETS AND THIRD AND FOURTH STREETS AND THAT THE CORPORA- <br />TION COURT AND CLERKS OFFICE BUILDING BE LOCATED ON A PORTION OF LAND BOUNDED <br />BY HIGH AND HEDGE STREETS ANO THIRD AND FOURTH STREETS BUT NOT TO INCLUDE THE <br />PRESENT CITY MORTGAGE PROPERTY. <br />B. THAT THE PROPOSED NEW MUNICIPAL BUILDING BE LOCATED ON MARKET STREET BETWEEN <br />FIFTH AND SEVENTH STREETS EMBRACING ALL PROPERTY iN THE AREA PRESENTLY OWNED <br />BY THE CITY OF CHARLOTTESVILLE AND ALL OTHER PROPERTY IN THE AREA NECESSARY FOR <br />THE CONSTRUCTION OF THE BUILDING AND PARKING FACILITIES; AND THAT THE CORPORATION <br />COURT AND CLERKS OFFICE BUILDING BE CONSTlUCTED ON A PORTION OF THE PARCEL OF <br />LAND BOUNDED BY JEFFERSON AND HIGH STREETS AND THIRD AND FOURTH STREETS. <br />BOTH OF THESE LOCATIONS HAVE STRONG APPEAL AND PROVIDE ADEQUATE SPACE FOR <br />THE PROPOSED FACILITIES TO TAKE CARE OF THE CITY~.S NEEDS FOR THE NEXT 2O TO 4O <br />YEARS. BOTH SITES HAVE THE APPROVAL OF THE COMMITTEE. <br />LOCATION A WOULD PLACE THE TWO NEW MUNICIPAL FAClL171ES IN AN AREA OF DOWNTOWN <br />rHARLOTTESVILLE WHICH SEEMS SURE TO REMAIN FOR ALI_ TIME A HISTORICAL CENTER OF OUR <br />CITY. THE PROPOSED LAND AREAS ARE LARGE ENOUGH TO PROVIDE AMPLE PARKING SPACE <br />ADJACENT TO THE BUILDINGS. IT WOULD PLACE THE CIFRK~S OFFICE IN CLOSE PROXIMITY <br />TO THE ALBEMARLE COUNTY CLERK'S OFFICE. LOCATION OF THE MUNICIPAL, FACILITIES IN <br />THIS LOCATION WOULD PLACE ALL OF THE CITY AND COUNTY PUBLIC BUILDINGS iN a PUBLIC <br />SQUARES THEREBY PRODUCING A DESIRABLE SITUATION FOR THE PUBLIC WHICH MUST USE THE <br />BUILDINGS ANDS IN ADDITIONS WOULD CREATE EXCELLENT WORKING CONDITIONS BETWEEN <br />THE OFFICIALS OF THE CITY AND THE COUNTY. <br />LOCATION B HAS THE ADVANTAGE OF UTILIZING A LARGE AREA OF LAND ALREADY OWNED <br />BY THE C!TYr THEREBY LESSENING THE TOTAL COST OF THE PROJECT CONSIDERABLY. THIS <br />LOCATIONS TOOK WOULD PLACE THE CORPORATION COURT AND CLERK S OFFICE BUILDING IN AN <br />AREA IMMEDIATELY ADJACENT TO THE !'OUNTY OFFICE BUILDING AND THE ALBEMARLE COUNTY <br />COURT HOUSE. AMPLE PARKING IS AVAILABLE AT THF_ PROPOSED SITE DUE TO THE PROXY'"'TY <br />OF THE CITY-OWNED PARKING FACILITIES AT SEVENTH AND MARKET STREETS, <br />VI. RECOMMENDATIONS <br />IT IS THE RECOMMENDATION OF THE MUNICIPAL FACILITIES COMMITTEE THAT: <br />A. A CORPORATION COURT AND CLERKS OFFICE BUILDING BE CONSTRUCTED IMMEDIATELY <br />ON THE SITE RECOMMENDED IN LOCATION A~ NAMELY A PORTION OF LAND BOUNDED BY HIGH AND <br />HEDGE STREETS AND THIRD AND FOURTH STREETS BUT NOT TO INCLUDE THE PRESENT CITY <br />
