He said it is also proposed that the City be a sponsor of a house, with <br />City employees being allowed to build it during work hours. He said a second proposal, <br />which is not ready for Council to approve except conceptually, is to subdivide 608 Ridge <br />Street and give the rear portion to Habitat to provide for the Police Foundation to house a <br />police officer. <br /> <br /> Mr. Huja said the proposal is an excellent idea and he hopes the quality of the <br />house is something we can be proud of. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Dr. Brown said it is a great innovative idea to have the City sponsor the Habitat <br />house, and should include current and former Councilors. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Huja, the ordinance entitled “AN <br />ORDINANCE TO AUTHORIZE CONVEYANCE OF CITY-OWNED PROPERTY AT <br />2210 NORTH BERKSHIRE ROAD TO GREATER CHARLOTTESVILLE HABITAT <br />FOR HUMANITY” was offered and carried over to the next meeting for consideration. <br /> <br />PUBLIC HEARING/ORDINANCE <br />: CONVEYING WETLANDS EASEMENT <br />NEAR MOORE’S CREEK TO RIVANNA WATER AND SEWER AUTHORITY <br /> <br /> Ms. Francesca Fornari, Assistant City Attorney, said that Rivanna Water and <br />Sewer Authority has requested a wetlands easement from the City, and has requested that <br />the second reading of the ordinance be waived. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Taliaferro moved the ordinance and Dr. Brown seconded the motion. <br /> <br /> On motion by Dr. Brown, seconded by Mr. Taliaferro, the second reading of the <br />ordinance was waived by the following vote. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, <br />Mr. Norris, Mr. Taliaferro. Ayes: Dr. Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. <br />Noes: None. <br /> <br />PUBLIC HEARING/APPROPRIATION <br />: $1,835,893 – ENERGY PERFORMANCE <br />CONTRACT – CITY AND SCHOOL BUILDINGS – BOND FUNDED WITH <br />REPAYMENT FROM SUBSEQUENT ENERGY SAVINGS <br /> <br /> Mr. Lance Stewart, Facilities Maintenance Manager, said that the contract will <br />pay for itself in nine years. He said the Finance Department has recommended that the <br />contract be funded with bonds. <br /> <br /> The public hearing was opened, but as there were no speakers, the public hearing <br />was closed. <br /> <br /> Mr. Huja said this is a good effort and will set a good example. <br /> <br /> On motion by Mr. Huja seconded by Mr. Taliaferro, the appropriation of <br />$1,835,893 for Energy Performance Contract for City and School Buildings was offered <br />and carried over to the next meeting for consideration. <br /> <br /> <br />
