He said he would support <br />the City matching up to $100,000 in private funding. <br /> <br /> Mr. Norris asked staff to recommend where the public funding could come from. <br /> <br /> Mr. Bill Watterson, Transit Manager, said the Metropolitan Planning <br />Organization is trying to schedule a joint City/County work session in late July. He <br />suggested that the regional transit study be in the lead. <br /> <br />nd <br />ORDINANCE <br />: UTILITY RATES (2 reading) <br /> <br /> Mr. Bernard Wray, Director of Finance, said staff recommend an amendment to <br />the ordinance regarding connection fees. <br /> <br /> Ms. Alysson Davies, Assistant City Attorney, said the language would <br />grandfather existing rates for developers who have started the process and have a <br />building permit. <br /> <br /> Mr. Wray said that the impact on affordable housing was discussed, but we do not <br />yet have a process or a definition of affordable housing. He suggested that Council pass <br />the utility rates and come back in July to deal with the affordable housing issue. <br /> <br /> Dr. Brown said the amendment is consistent with action Council has taken <br />otherwise, and moved the amended language with a June 16 date. Mr. Taliaferro <br />seconded the motion and the ordinance was amended by the following vote. Ayes: Dr. <br />Brown, Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br /> Mr. Wray said that if the connection fee was cut in half, the average sewer rate <br />would increase 11.99% next year and the water rate would increase 3.9%. He said staff <br />looked at reducing expenses, and recommend that the customer service money be put into <br />a stabilization fund to help rates next year. <br /> <br /> The ordinance entitled “AN ORDINANCE AMENDING AND REORDAINING <br />CHAPTER 31 (UTILITIES) OF THE CODE OF THE CITY OF CHARLOTTESVILLE, <br />1990, AS AMENDED, TO ESTABLISH NEW UTILITY RATES AND SERVICE <br />FEES FOR CITY GAS, WATER AND SANITARY SEWER,” which was offered at the <br />nd <br />June 2 meeting, as amended, was approved by the following vote. Ayes: Dr. Brown, <br />Ms. Edwards, Mr. Huja, Mr. Norris, Mr. Taliaferro. Noes: None. <br /> <br />RESOLUTION <br />: SPECIAL PERMIT FOR INCREASED DENSITY AT 1311 <br />WERTLAND STREET <br /> <br /> Mr. Huja said his concern is he thinks there should be some street trees. <br /> <br /> Ms. Ebony Walden, Planner in Neighborhood Development Services, said the <br />Planning Commission discussed trees, but was unsure if they could require them since <br />they will not mitigate the impact of the special permit. <br /> <br /> Mr. Norris said he thinks it is a reasonable request. <br /> <br /> Mr. Tolbert said he does not think it is unreasonable. <br /> <br /> <br />
