He <br />suggested offering monthly passes first and then experimenting with a yearly pass after <br />that. <br /> <br /> Dr. Brown said he would be interested in seeing if we could offer a reduced fare <br />for financial need that is not administratively burdensome. <br /> <br /> Mr. Watterson said he thinks that is the next logical step. <br /> <br /> Mr. Huja made a motion to approve the fare revisions, and Dr. Brown seconded <br />the motion. <br /> <br /> Mr. Norris encouraged Mr. Watterson to bring back a proposal for an annual pass. <br /> <br /> Responding to a question from Mr. Huja, Mr. Watterson said that all youth in the <br />City ride free in the summer and students at Charlottesville High School can ride free <br />year round. <br /> <br /> The fare revisions were approved by the following vote. Absent: Ms. Edwards. <br /> <br />RESOLUTION <br />: ESTABLISHING TRIAL PERMIT PARKING AREA <br />SURROUNDING ONESTY AQUATIC CENTER <br /> <br /> Ms. Jeanie Alexander, Traffic Engineer, said that a parking waiver was approved <br />for Onesty Pool because residents have expressed concerns about parking. She said a <br />th <br />meeting was held with the neighborhood on June 4. She said a bus will go in front of <br />the Park and employees will be shuttled to the park. She said the proposed resolution <br />would establish a trail permit parking area. She recommended that the resolution be <br />revised to reflect input from the neighbors, including removing Fairway Drive from the <br />permit parking area, and removing the northern end of Meade Avenue. <br /> <br /> Responding to a question from Mr. Norris, Ms. Alexander said that 38 parking <br />spaces are available in the park and 25 spaces are available on Chesapeake and Meade. <br /> <br /> Dr. Brown said he is uneasy about solving a problem before we know it exists. <br />He asked how many residents are without off street parking. <br /> <br /> Ms. Alexander said many have off street parking but many do not. <br /> <br /> Dr. Brown said he does not think Washington Park has a lot of parking spaces. <br /> <br /> Mr. Daly said that Washington Park has fewer parking spaces and a larger <br />capacity than Onesty. <br /> <br /> Dr. Brown said he is leery of approving the resolution if we haven’t established <br />there is a problem. <br /> <br /> Mr. Norris noted that permit parking would only be for the summer, and there <br />would no charge for parking passes this year. He asked how Farmers in the Park will be <br />affected. <br /> <br /> Mr. Daly said Farmers in the Park will still be held at Meade Park, but the pool <br />will be closed at 2:00 p.m. on those days and people will only be charged one-half the <br />rate at the pool. <br /> <br /> Mr. Huja asked if would be possible to adopt the resolution, but not make it <br />effective until we see what happens in two weeks. <br /> <br /> Mr. Norris said Council could get a mid-season report. <br /> <br /> <br />
