The property is jointly owned by the <br />City and Albemarle County. <br /> The public hearing was opened, but as there were no speakers, the public hearing was <br />closed. <br /> On motion by Dr. Brown, seconded by Mr. Huja, the resolution authorizing the City <br />Manager to sign the lease was approved by the following vote: Ayes: Dr. Brown, Ms. Edwards, <br />Mr. Taliaferro, Mr. Huja. Noes: None. Absent: Mr. Norris. <br />BE IT RESOLVED <br /> by the Council of the City of Charlottesville, Virginia, after a public <br />hearing held in accordance with Virginia Code §15.2-1800(B), that the City Manager is hereby <br />authorized to execute on behalf of the City the following document, in form approved by the <br />City Attorney: <br /> <br /> Lease between Doraine Glidden and Shelia McMillian (Tenant) <br /> and the City of Charlottesville and County of Albemarle (Lessor) <br /> for the lease of property known as the Towe Park tenant house. <br /> <br />PRESENTATION <br />: TEENSGIVE INTERNSHIP PROGRAM <br />Ms. Heather Kellams, TeensGive Coordinator (Charlottesville Department of Social <br />Services), presented a report on the TeensGive Internship Program for 2009. She thanked the <br />City Council for their support and funding of the program. After describing the program, she <br />stated that they received 130 applications to participate, and 83 were accepted in the program. <br />Ms. Kellams stated that 78 of the 83 participants completed the program successfully. She said <br />they are looking into have an intern program during the school year, and tapping into business <br />partnerships. <br />Mr. Taliaferro stated that he was impressed with the program. Mr. Huja stated it is an <br />excellent program. Dr. Brown praised Ms. Kellam’s leadership and said she has taken the <br />program from a good idea to a great idea. <br />Ms. Edwards asked about the 5 youths who did not complete the program. Ms. Kellams <br />responded that they weren’t terminated from the program, but they did not seem to want to work. <br />Intervention efforts included meetings with parents and individual youths. Ms. Edwards <br />recommended following up with the successful graduates of the program. <br />Ms. Kellams stated that the participation of banks with classes on money management <br />was extremely useful. Mr. Huja suggested that opening a savings account (with direct deposit of <br />paychecks) be a prerequisite to participation in the program. Ms. Edwards said money <br />management is crucial and we need to plant the seed while they are young. She stated that the <br />participation of businesses is critical to the effectiveness of the program. Dr. Brown warned that <br />having a checking account may be risky because of the high cost of overdrawn accounts. Ms. <br /> <br />
