2 <br /> Mr. Huja said he will bring up a resolution requesting that the Planning <br />Commission study requiring site plans for special use permits during other business. <br /> <br /> Ms. Szakos said she will bring up a resolution opposing pending State legislation <br />regarding real property exemptions for disabled veterans during other business. <br /> <br />AWARDS/RECOGNITIONS <br />: JULIAN TALIAFERRO <br /> <br /> Mr. Norris presented a proclamation to former Vice Mayor Julian Taliaferro <br />thanking him for his service to the community. <br /> <br /> Dr. Brown said Mr. Taliaferro was always at community events and was a good <br />listener with an open mind. <br /> <br /> Ms. Edwards thanked Mr. Taliaferro for all she learned from him, and his quiet <br />support and mentoring. <br /> <br /> Mr. Huja seconded remarks made, said he enjoyed working with Mr. Taliaferro, <br />and said Mr. Taliaferro always paid so much attention to neighborhoods. <br /> <br /> Ms. Szakos said she has large shoes to fill. <br /> <br /> Mr. Norris said Mr. Taliaferro brought a real personal touch to the job and treated <br />people with fairness. <br /> <br /> Mr. Taliaferro thanked each Council Member for their comments. He said he <br />enjoyed working with Council and staff and it was an honor to serve the community. He <br />praised the staff as being very professional. <br /> <br />PUBLIC <br /> <br /> Ms. Ida Lewis said Mr. Taliaferro has been a friend and she served with him on <br />the Jail Board. She presented him with a flower and said it represents what she thinks of <br />him. She said she also appreciated his support of the alumni of Jefferson School. <br /> <br /> Mr. Paul Long, 1410 Grady Avenue, said we need an effective, frequent and <br />efficient transportation system and it is needed to attract jobs. <br /> <br /> Mr. Kevin Lynch, 609 Locust Avenue, said most water issues have yet to be <br />resolved. He said he does not see accountability in the water report to the public that <br />things will be done to benefit the City. He said a steering committee of citizens is needed <br />for oversight and to provide ongoing shaping of the work product. He asked what value <br />does the Rivanna Solid Waste Authority have for the City. <br /> <br /> Ms. Betty Mooney, 201 Sunset Avenue, said we might make the same mistake <br />again allowing the same firm to design and consult on the dam. She asked that the City <br />take on the study itself. She said the State is only requiring that the spillway be enlarged, <br />and said that the dam is not unsafe. She said we need new demand numbers. <br /> <br /> Mr. Brandon Collins, 536 Meade Avenue, representing the Charlottesville Center <br />for Peace and Justice, reminded Council that the Center is still opposed to the Meadow <br />Creek Parkway. <br /> <br /> Mr. Bob Fenwick, 901 E. Jefferson Street, brought a low flow shower head and <br />aerator which helps with water conservation which he said can save 8,000 gallons of <br />water a year for a family of four. He said the current water demand figures are incorrect. <br /> <br /> Mr. Brian Carr, 100 Ridge Street, said that as a disabled resident he was dismayed <br />regarding snow removal. He said the City cleared the streets, but not the sidewalks and <br />snow from the streets was piled up on the sidewalks, and is there still. <br /> <br /> <br />
