109 <br /> <br />off-street parking, especially with future development, and asked that the City facilitate use of <br />private/shared parking lots. Ms. Slaughter said she feels the bike lanes will increase the <br />economic vitality of the whole area. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. O'Connell said the trolley between <br />the University and downtown is proposed to be targeted to U. Va. students, and will begin in <br />the fall. <br /> <br />Ms. Slaughter said she feels marketing the new trolley route is very important. <br /> <br /> Mr. Toscano noted that he had received a call suggesting that consideration be given to <br />providing 8' parking lanes, taking out the turning lanes, and leaving 14' travel lanes that could <br />be shared with bikes which would maintain the flexibility to turn and allow cars to go around <br />the turning vehicle. <br /> <br />Ms. Mueller said such a proposal would meet National Standards. <br /> <br /> Alternatives #8A and fine tuning of#12 were approved by the following vote. Ayes: <br />Ms. Daugherty, Ms. Slaughter. Noes: Rev. Edwards and Mr. Toscano. <br /> <br /> Ms. Slaughter said that implicit in the motion is the fact that the work will not be done <br />until the bridge and related construction are completed. Ms. Slaughter asked that staff <br />pursue the option for building and sharing of parking lots. <br /> <br />ORDINANCE: SALE OF PROPERTY ON ELSOM STREET <br /> <br /> Mr. Satyendra Huja, Director of Community Development, explained that a private <br />developer has proposed to purchase the former Albemarle Hotel and lot behind the building <br />which currently is a public parking lot. Mr. Huja said the open space could accommodate 42 <br />spaces. Mr. Huja said that the property would need to be rezoned prior to being used as <br />proposed. <br /> <br /> Ms. Slaughter asked if it would make more sense to build a parking deck on the <br />property rather than just have a surface parking lot. <br /> <br /> Mr. Huja said he feels the developers would be open to the suggestion of a deck, but <br />noted that a deck would not be allowed in B-1 zones and the neighbors may not like a <br />parking deck. <br /> <br /> Responding to a question from Ms. Daugherty, Mr. Huja said the playground on the <br />property will be relocated and landscaped. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Daugherty, the ordinance entitled "AN <br />ORDINANCE TO AUTHORIZE CONVEYANCE OF THE CITY-OWNED LOT <br />LOCATED ON ELSOM STREET TO SMS LAND TRUST" was offered and carried over <br />to the next meeting for consideration. <br /> <br /> Mr. Toscano noted that the rezoning process will provide the opportunity for <br />involvement by the adjacent neighborhood and the Planning Commission. <br /> <br /> Mr. Gouldman noted that an easement allowing access through the existing city lot will <br />be required. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br /> <br />
