<br />c. APPROPRIATION: $4,000 - Virginia Commission for the Arts Grant (for
<br /> Virginia Discovery Museum and Piedmont Council of the Arts (2nd reading)
<br />
<br /> WHEREAS, the Virginia Commission for the Arts has notified the City of its grant
<br />award in the Local Government Challenge Grant category; now, therefore,
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that $2,000
<br />of the amount reserved from such grant is hereby appropriated to Grants Fund expenditure
<br />account 11-042-071050 for use by the Piedmont Council for the Arts for its activities during
<br />the 1996-97 fiscal year, and $2,000 of the amount reserved from such grant is hereby
<br />appropriated to Grants Fund expenditure account 11-042-071060 for use by the Virginia
<br />Discovery Museum for its activities during the 1996-97 fiscal year.
<br />
<br />d. APPROPRIATION: $45,151 - Community Policing Grant (2nd reading)
<br />
<br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the
<br />sum of $45,151.00 is hereby appropriated to expenditure account 11-270-041146 for the
<br />purpose of funding the community policing program and additional deployment of existing
<br />officers. Such appropriation shall be conditioned upon receipt of $40,636.00 from the
<br />Department of Criminal Justice Services, and $4,515 from account 05-270-041030-51114 as
<br />the City's local match, for a total appropriation of $45,151.00.

<br />e. APPROPRIATION: $143,740 - IDEA Grant (carried over)
<br />
<br />f. APPROPRIATION: $13,000 - Amphitheater Footings (carried over)
<br />
<br />g. RESOLUTION: Proclaiming "National Night Out 1996"
<br />
<br /> WHEREAS, the National Association of Town Watch is sponsoring a unique,
<br />nationwide crime and drug prevention program on August 6, 1996 called "National Night
<br />Out," and
<br />
<br /> WHEREAS, the "13th Annual National Night Out" provides a unique opportunity for
<br />the City of Charlottesville to join forces with thousands of other communities across the
<br />country in promoting police and community cooperation; and
<br />
<br /> WHEREAS, the citizens of Charlottesville play a vital role in assisting the
<br />Charlottesville Police Department through joint crime and drug prevention efforts in
<br />Charlottesville and is supporting "National Night Out 1996" locally; and
<br />
<br /> WHEREAS, it is essential that all citizens of Charlottesville be aware of the
<br />importance of crime prevention programs and the impact that their participation can have on
<br />reducing crime, drugs, and violence in the City of Charlottesville; and
<br />
<br /> WHEREAS, police-community partnerships and neighborhood safety and awareness
<br />and cooperation are important themes of the "National Night Out" program;
<br />
<br /> NOW, THEREFORE, we, the City Council of the City of Charlottesville, Virginia, do
<br />hereby proclaim Tuesday, August 6, 1996 as NATIONAL NIGHT OUT, and call upon all
<br />citizens to joint he Charlottesville Police Department and the National Association of Town
<br />Watch in supporting the "13th Annual National Night Out."
<br />
<br />h. RESOLUTION: Loan Extension for TeenSight Program ($17,000)
<br />
<br /> WHEREAS, in September 1994, the City advanced funds of $22,000 to FOCUS of
<br />Charlottesville and Albemarle to use as start-up funds for its TeenSight program, and
<br />FOCUS executed a Note in this amount; and
<br />
<br /> WHEREAS, FOCUS is able to pay $5,000.00 on the loan, and asked the City to
<br />extend the due date on the remainder of the balance due to August 15, 1997; now, therefore,
<br />
