137 <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia, that the due <br />date of the above-referenced loan is hereby extended to August 15, 1997. Tlfis extension is <br />conditioned upon receipt of $5,000.00 from FOCUS, and FOCUS's promise to repay the <br />remaining $17,000100 on or before August 15, 1997. FOCUS shall properly execute an <br />Amended Note evidencing the new terms of its indebtedness to the City in a form approved <br />by the City Attorney and substantially like the attached sample. <br /> <br />ORDINANCE: SETTLEMENT OF CLAIM (2nd reading) <br /> <br /> Mr. Gouldman explained that the original settlement amount agreed to was $11,000, <br />but there has been a need for additional medical treatment, and the amount now <br />recommended is $13,000. <br /> <br /> On motion by Mr. Toscano, seconded by Ms. Richards, the ordinance was unanimously <br />amended, with the amount changed to $13,000, with Ms. Daugherty absent for the vote. <br /> <br /> The ordinance entitled "ORDINANCE APPROVING SETTLEMENT AND <br />COMPROMISE OF CLAIM AGAINST THE CITY," as amended, which was offered at the <br />July 15th meeting, was approved by the following vote. Ayes: Mr. Cox, Ms. Richards, Ms. <br />Slaughter, Mr. Toscano. Noes: None. Absent: Ms. Daugherty. <br /> <br />REPORT: DIXIE LITTLE LEAGUE PROPOSAL FOR BALLFIELD AT MCINTIRE <br />PARK <br /> <br /> Ms. Slaughter announced that Council will discuss the staff report on the Dixie Little <br />League proposal, but no decision will be made at this time. <br /> <br /> Mr. Leon Churchill, Assistant City Manager, presented options for Council's <br />consideration, including: adding an additional field at Mclntire Park at an estimated cost of <br />$ t 00,000; or integrating the proposal into the long-range planning for the parks, to be <br />considered with other issues such as a skate board park and possible relocation of tennis <br />courts from Mclntire Road. Mr. Churchill recommended that the proposal be integrated into <br />the City's long-range park plans. Mr. Churchill noted that concern exists now about <br />over-development of City parks. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Churchill said the estimate for the <br />additional ballfield was provided by the City's Engineering Division. <br /> <br />Mr. Cox said he feels the estimate appears tow. <br /> <br /> Responding to a question from Ms. Richards, Mr. Churchill said that staffhas been <br />hearing from citizens, as the parks master plan is developed, that more open/passive space is <br />desired in the parks. <br /> <br /> Mr. Cox said he is interested in finding a way to meet the Little League's request <br />without "shoehorning" another field into Mclntire Park. <br /> <br /> Mr. Churchill said that the need for additional ballfields is a regional problem that needs <br />a regional solution, and therefore the long-range planning approach would be appropriate. <br /> <br /> Responding to a question from Mr. Cox, Mr. Churchill said that only 30% of the users <br />of the ballfields at Mclntire Park are city residents, with the remaining 70% coming from <br />Albemarle and other surrounding counties. <br /> <br /> tar. Cox said he is concerned about the low percentage of city residents using Mclntire <br />Park, and suggested that some adaptation could made at Mclntire to accommodate more <br />Little League activities and move the regional activities elsewhere, noting that the City has <br />placed its highest priority on youth activities. <br /> <br /> <br />
