138 <br /> <br /> Ms. Richards asked that staff explore what the growth potential is in the city for Dixie <br />Little League, what parts of the city it covers, and what the current participation is in those <br /> <br />areas. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Churchill said the Parks Advisory <br />Board has discussed the issue and concurred with staffs recommendation. <br /> <br /> Mr. Toscano expressed concern that approving the long-range planning proposal might <br />close the window of opportunity with the Dixie Little League, and asked that staff explore <br />the matter further over the next few weeks. <br /> <br /> Mr. Cox said it seems that the light encroachment at Towe Park would be minimal, and <br />he would not want to disregard that as a viable option. <br /> <br /> Mr. Toscano <br />allow lights during <br />again during phase <br /> <br />noted that the agreement with Albemarle County for Towe Park does not <br />the first two phases of park development, though the issue could be raised <br />three discussions. <br /> <br /> Mr. Cox said he feels it is important for the city to be an integral part ora regional <br />parks study. Mr. Cox said Council needs to know the ramifications for the softball teams if <br />their ballfields were relocated. <br /> <br />Mr. Toscano asked that staff clarify Dixie Little League's timetable. <br /> <br />RESOLUTION: ESTABLISHING TOWING CONTIL/kCT ADVISORY BOARD <br /> <br /> Mr. Clyde Gouldman, City Attorney, explained that for years the City has put out for <br />bids for exclusive towing contracts. This year, after bids came in, all bids were rejected, and <br />staff began to look with greater interest at a rotational system for towing, The State Code <br />requires that Council appoint an advisory board in order to use the rotation system. If <br />Council agrees with the rotation concept, Mr. Gouldman said that the issue would come back <br />before Council at its September 3rd meeting for final action. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Gouldman said that the Police <br />Department would have a listing showing where cars have been towed. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Gouldman said there are eight towing <br />businesses, though only three responded to the bid. Mr. Gouldman noted that the rotation <br />system might benefit small companies. <br /> <br /> Mr. Toscano asked what an argument might be against the rotation system, and Mr. <br />Gouldman said that some have said that a rotation system can be more trouble, but <br />experience of others who use this system does not seem to show a significant problem. <br /> <br /> Ms. Richards questioned why the City would want to go to the rotation system, and <br />expressed concern that if a contractor does not have an exclusive contract there would be no <br />incentive for good service. <br /> <br /> Police Chief John Wolford said he has worked in communities with rotating towing <br />systems, and he never experienced any problems. <br /> <br /> Mr. Cox questioned whether a rotation system would drive the price up or down, and <br />asked if the advisory board members who represent towing companies would be allowed to <br />provide towing service. <br /> <br />Mr. Gouldman said the board members will be allowed to provide the service. <br /> <br /> Mr. Toscano made a motion to approve the resolution, noting that the contract would <br />only be for a one-year period, does not subject the City to significant risk, and the City could <br />go out to bid again after one year. <br /> <br /> <br />
