217 <br /> <br /> WHEREAS, following a joint public hearing before this Council and the Planning <br />Commission, duly advertised and held on November 12, 1996, this Council finds that such <br />use will conform to the criteria applicable to special permits generally under Chapter 34 of <br />the City Code; noW, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of Charlottesville, Virginia that St. <br />Anne's-Belfield, Inc. is hereby granted a special use permit to allow expansion of St. <br />Anne's-Belfield Upper School at 2132 Ivy Road, by the addition of a 10,162 sq. fi. indoor <br />activities building and 39 off-street parking spaces and related site alterations, pursuant to <br />City Code section 34-139. <br /> <br />This special permit is subject to the following conditions: <br /> <br /> 1. Administrative approval of the final revised site plan including an additional 39 <br />off-street parking spaces and circulation changes, as well as tree cover data for the entire site. <br /> <br /> 2. In lieu. of closing and securing the rear parking lot after 6:00 p.m., the School <br />shall take all necessary and reasonable actions to prevent the unauthorized use of the parking <br />lot after regular school hours. <br /> <br /> 3. All campus lighting shall be fully shielded from adjacent residential <br />neighborhoods. <br /> <br /> 4. Review and approval of a grading and soil erosion/sediment control plan, <br />with required bonding, prior to final site plan approval. <br /> <br /> 5. Closing of the Twyman Road access for all hours other than 9:00 a.m. to 2:00 <br />p.m. on school days, in order to reduce traffic and speeding through the neighborhood. The <br />school shall inform the parents and students of this restriction, and shall control vehicular and <br />pedestrian access to and from Twyman Road through the use ora lockable gate and <br />appropriate fencing adjacent to the gate as shown on the final site plan, rather than by use of <br />a student or faculty monitor. <br /> <br /> 6. Construction of an internal connection between the front access roads and the <br />rear road off of Twyman to provide for internal circulation as an alternative to use of the <br />Tws'man Road access. The internal connector road must be completed prior to the issuance <br />of a certificate of occupancy for the new student activities building. <br /> <br /> 7. The addition of screening along the eastern edge of the new internal <br />connection to buffer adjacent residences. <br /> <br /> 8. Alteration to the internal circulation patterns to require exits only by way of <br />the signalized road out to Ivy Road during peak hours. <br /> <br /> 9. Additional buffer screening shall be provided for the new parking area <br />adjacent to the parking tot near the Twyman Road access. <br /> <br /> 10. School officials shall notify parents in writing at the beginning of each school <br />year that they should use the Ivy Road entrance. <br /> <br /> 11. During construction of the proposed addition, all construction vehicles will be <br />contained on site, and enter and exit only from the Ivy Road entrance. School officials shall <br />obtain the prior approval of the City Planning staff if for any reason construction vehicles are <br />unable to use the Ivy Road access. <br /> <br /> 12. Condition number 13 to the special permit granted to St. Anne's-Belfield School <br />on June 4, 1990, regarding traffic counts where Twyman Road meets the applicant's <br />property, shall remain in full force and effect. <br /> <br /> <br />
