174 <br /> <br /> Ms. Slaughter raised the issue of doWnzoning certain vacant properties in the City, and <br />Mr. Huja noted that the two criteria for downzoning are 1) a mistake was made in the <br />original zoning or 2) conditions in the area have changed. <br /> <br /> Responding to a question from Ms. Slaughter about the designation of R-2 for the <br />property adjacent to Pen Park and about the recommended downzoning of South Street, Mr. <br />Huja stated that R-2 provides more flexibility and more density, and the downzoning on <br />South Street was a wa5, to control height and massing of buildings. <br /> <br /> Ms. Slaughter recommended that preserving existing statuary be added to the art <br />section of the Plan. <br /> Mr. Toscano recommended that Council discuss the idea of a community based <br />neighborhood organization in the future and suggested that staff propose language for the <br />neighborhood based service delivery section. <br /> <br /> Ms. Slaughter and Mr. Toscano added to the transportation goal section: provide <br />residents with a range of transportation alternatives to automobiles. <br /> <br /> Councilors agreed to remove the language "before or concurrently" regarding the <br />building of the Meadowcreek Parkway. <br /> <br /> In section 11-72, regarding the citizen review committee for transportation projects, Ms. <br />Slaughter recommended against such language due to the existing number of committees and <br />the existence of the Metropolitan Planning Organization as an appropriate committee to deal <br />with road issue, and Mr. Toscano recommended that ad hoc committee be appointed when <br />road projects affect neighborhoods. <br /> <br /> Ms. Daugherty recommended that the City be added as a major employer working on <br />traffic reduction strategies. <br /> <br /> Ms. Slaughter recommended that the City, Albemarle County, and the University, as <br />major employers, work together, with the City taking the lead, in implementing employee <br />incentives to reduce traffic and encourage the University and County to work with the City, <br />perhaps through the Planning and Coordinating Council. <br /> <br /> In section I1-80, Ms. Slaughter recommended that the City work with the Rivanna <br />Water and Sewer Authority to encourage water conservation. <br /> <br /> Mr. Toscano noted that there is little or nothing in the Plan about information <br />technology and recommended that it be thought of as infrastructure and information about <br />Monticello AVV be included. <br /> <br /> Mr. Toscano recommended that the language should be included about the City <br />working with the Piedmont Council of the arts and other arts organizations. <br /> <br /> Ms. Slaughter suggested including statuary inventOry and ongoing maintenance in the <br />arts section and mentioning McGuffey Arts Center and other private art galleries. <br /> <br /> Ms. Slaughter noted that the agreement with the Jefferson Area Board for Aging needs <br />to be revisited by the City to see if Council is still in agreement with it. <br /> <br /> Ms. Slaughter suggested adding City Market to the economic development section, and <br />the City's desire to help find a permanent site for the Market. <br /> <br /> Ms. Slaughter stated that she would like to make adding public bathrooms a goal under <br />the tourism section, and would like t° discUss having a downtown tourism information <br />center. <br /> <br /> <br />
