122 <br /> <br />~ONSENT AGENDA <br /> <br /> The resolution proclaiming Domestic Violence Awareness <br /> Month was removed from the consent agenda so it could be <br /> voted on separately. <br /> <br /> On motion by Ms. Daugherty, seconded by Mr. Toscano, the <br />resolution proclaiming October as Domestic Violence Awareness <br />Month was unanimously approved by Council. <br /> <br /> WHEREAS:, in the Commonwealth of Virginia, 24,184 women <br />and 6,851 children sought domestic violence services from June <br />1991 to June 1992; and <br /> <br /> WHEREAS, the Charlottesville community is committed to <br />restoring the right to freedom from fear in our own homes; and <br /> <br /> WHEREAS, in our quest to impose sanctions on those who <br />break the law by perpetrating violence, we must also meet the <br />needs of batteredwomen and their children who often suffer <br />grave financial, physical, and psychological losses; and <br /> <br /> WHEREAS, the crime of domestic violence violates an <br />individual's privacy, dignity, security, and humanity; and <br /> <br /> WHEREAS, the impact of domestic violence is wide-ranging, <br />directly affecting women and children and society as a whole, <br />crossing all economic, racial, and societal boundaries; <br /> <br /> NOW, THEREFORE, we, the City Council of the City of <br />Charlottesville, Virginia, do hereby proclaim the month of <br />October 1993 as DOMESTIC VIOLENCE AWARENESS MONTH and urge all <br />citizens to actively part-icipate in the scheduled activities <br />and programs sponsored by the Shelter for Help in Emergency to <br />work toward the elimination of personal and institutional <br />violence against women. <br /> <br /> On motion by Ms. Slaughter, seconded by Mr. Toscano, the <br />following consent agenda items were unanimously approved, <br />with Rev. Edwards abstaining from approval of the minutes of <br />the September 7th meeting: <br /> <br />a. Minutes of September 7 and 8 <br /> <br />be <br /> <br />APPROPRIATION: $11,603 - Certified Local Government <br />Grant (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $11,603 to be <br />received as a grant from the Virginia Department of Historic <br />Resources, is hereby appropriated to expenditure accounts <br />11-042-092084 ($7,180) and 11-042-092082 ($4,423) in the <br />Grants.Fund to.undertake an Historic Preservation Public <br />Information Program (citywide) and Cultural Resource SUrvey in <br />the Ridge Street area and other specified areas of the City. <br />Such activities shall be conducted by the City under a <br />contract between the Department of Historic Resources (DHR) <br />and the City in accordance with the conditions imposed by the <br />DHR and National Park Service. ~- <br /> <br /> The required local matching funds in the amount of $3,318 <br />will be provided through in-kind services and through funds <br />previously appropriated to account 05-041-092020 to undertake <br />historic surveys ($1,000). <br /> <br />C e <br /> <br />APPROPRIATION: $18,000 - Department of Conservation <br />and SRecreation Grant for Greenbelt Loop <br />(2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $18,000 is hereby <br />appropriated to expenditure account 11-042-092055 for <br />construction and design of the loop that will complete the <br /> <br /> <br />
