123 <br /> <br />Rivanna Greenbelt Trail. Such activity shall be conducted by <br />a contractor pursuant to design standards of the original <br />trail construction. <br /> <br /> The appropriation shall be subject to the receipt of <br />funding from the Department of Conservation and Recreation <br />through the Virginia Recreational Trails Fund Program on a <br />reimbursable basis of a 30/30/40% system. <br /> <br />APPROPRIATION: ~7,000 - Albemarle County <br />contribution for purchase of public access studio <br />equipment (2nd reading) <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $7,000.00, to be <br />received from the County of Albemarle, is hereby appropriated <br />to expenditure account 26-020-033101 in the Capital Projects <br />Fund as the County's share of the purchase of cable equipment <br />to support public access television programming. This <br />appropriation is conditioned upon receipt of $7,000 from the <br />County of Albemarle. <br /> <br />ORDINANCE: "AN ORDINANCE AUTHORIZING THE CONVEYANCE <br />OF AN EASEMENT TO VIRGINIA POWER FOR DOWNTOWN MALL <br />EXTENSION PROJECT" (2nd reading) <br /> <br />PRESENTATION: PIEDMONT VIRGINIA COMMUNITY COLLEGE <br /> <br /> Dr. Deborah DiCroce, President of Piedmont Virginia <br />Community College, updated Council on the activities and <br />enrollment at PVCC, noting that the strategic planning <br />effort has begun and the Tech-Prep Program and partnership <br />with the University of Virginia have continued. Dr. DiCroce <br />stated that the school is experiencing tough financial times, <br />with fewer state funds and more students, and any additional <br />financial cuts could be devastating to the school. <br /> <br /> Ms. Slaughter stated that she felt PVCC students and <br />faculty display wonderful school spirit, <br /> <br /> Ms. Grace Tinsley, a member of the PVCC Board, stated <br />that under Dr, DiCroce's hard work and dedication PVCC has <br />become known as a flagship college in the State. Ms. Tinsley <br />solicited Council,s moral support for the school and asked <br />that they lobby the General Assembly on PVCC's behalf. <br /> <br />PRESENTATION: JEFFERSON AREA BOARD FOR AGING <br /> <br /> Mr. Ed Jones, Chairman of the Jefferson Area Board for <br />Aging Board of Directors, reviewed JABA's three-year plan and <br />noted that the retirement community in the Charlottesville- <br />Albemarle area is increasing and stated that the question <br />remains as how to best deal with this increased population. <br /> <br /> Responding to a question from Mr. Toscano about whether <br />different dynamics exist in the City and Albemarle County <br />with regard to the elderly population, Mr. Jones stated that <br />housing is not as available in the City as in the County and <br />the City has probably experienced fewer changes with regard <br />to this population. <br /> <br /> Mr. Gordon Walker, Executive Director of JABA, stated <br />that the City's elderly population is older and poorer and he <br />offered Jaba's assistance in helping to identify ways the <br />City could be made more attractive to retirees, adding that <br />retirees can bring significant dollars into a community. <br /> <br /> Ms. Daugherty stated that better transportation exists <br />in the City and the elderly are less likely to feel isolated <br />and lonely which may make the City more desirable for many <br />retirees° <br /> <br />ORDINANCE: DISCOUNT FOR SALE OF TRASH STICKERS (2nd reading) <br /> <br /> <br />
