137 <br /> <br />creating any new positions, and set some targets for <br />improving race and diversity issues. <br /> <br />FUTURE OF THE CiTY/TOWN REVERSION ISSUE <br /> <br /> Mr. Toscano stated that he would like to know the status <br />of various groups' discussions on consolidation/town <br />reversion. <br /> <br /> Ms. Slaughter stated that she felt the City has taken <br />home ownership and economic development initiatives, has <br />maintained good schools and has retained important businesses <br />downtown, but should step back and take a longer look at <br />the community, where it is going, and where Council wants it <br />to go. <br /> <br /> Mr. Toscano stated that the opportunity exists in the <br />current year to use the Comprehensive Plan to address many of <br />the long-term issues and to get input from the community. <br /> <br /> It was agreed that a joint work session would be held <br />with the Planning Commission to discuss the Comprehensive <br />Plan and other long-range issues. <br /> <br /> It was agreed that Council would meet to discuss the <br />purchasing study prior to meeting with the Albemarle County <br />Board of Supervisors. <br /> <br /> Ms. Slaughter expressed interest in studying parks and <br />recreation consolidation issues. <br /> <br /> Mr. Vandever stated that consolidation of services with <br />the County may not save money but may provide better services <br />and he felt interaction between the City and County could be <br />improved even if actual consolidation doesn't occur. <br /> <br /> Ms. Daugherty stated that the revenue sharing agreement <br />was not done with the intention of having the agreement for <br />all of eternity and noted that consolidation efforts were <br />part of the original agreement. Ms. Daugherty asked for more <br />information from staff on what reversion to town status would <br />mean for the City and to investigate whether changes could be <br />made to the revenue sharing agreement. <br /> <br /> Rev. Edwards stated that he would be interested in <br />hearing what the Citizens Advisory Commission for Efficient <br />Government had to say about town reversion. <br /> <br /> Mr. Hendrix stated that staff would provide a report on <br />the implications of town reversion by February 1. <br /> <br /> Ms. Slaughter requested that information from other <br />communities who have attempted consolidation of certain <br />services be provided. <br /> <br /> On motion by Mr. Toscano, seconded by Rev. Edwards, <br />Council unanimously voted to meet in executive session to <br />discuss personnel matters, more specifically the City <br />Manager's annual performance evaluation review, as provided <br />by Section 2.1-344(a)(1) of the Virginia Freedom of <br />Information Act. <br /> <br /> Council reconvened in open session and, on motion by Mr. <br />Toscano, seconded by Ms. Slaughter, unanimously certified <br />that, to the best of each member's knowledge, (i) only public <br />business matters lawfully exempted from open meeting <br />requirements by Virginia law were discussed in the executive <br />meeting to which this certification resolution applies, and <br />(ii) only such public business matters as were identified in <br />the motion convening the executive meeting were heard, <br />discussed or considered by the Council. <br /> <br />On motion by Ms. Daugherty, seconded by Ms. Slaughter, <br /> <br /> <br />
