171 <br /> <br />WHEREAS, Council has considered: <br /> <br />(a) <br /> <br />the purpose and intent of the permit parking <br />ordinance and regulations; <br /> <br />(b) <br /> <br />the alternate means of transportation, if any, <br />to and from the restricted parking blocks being <br />established; <br /> <br />(c) <br /> <br />the adverse impact that restricting parking in <br />such blocks might have on nearby neighborhoods <br />that do not have permit parking; and <br /> <br />(d) <br /> <br />the adverse impact that such restrictions may <br />have on the non-residents of the proposed restricted <br />parking block and their ability to find available <br />parking near their place of work; now, therefore <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville that the 900 block of King Street is hereby <br />designated as a restricted parking block. <br /> <br />ORDINANCE: "AN ORDINANCE TO AMEND AN OPTION GRANTED <br />TO THE CHARLOTTESVILLE HOUSING FOUNDATION/AIDS <br />SUPPORT GROUP TO PURCHASE CITY PROPERTY ON SHAMROCK <br />ROAD" (2nd reading) <br /> <br />ORDINANCE: "AN ORDINANCE AMENDING AND REORDAINING <br />SECTION 15-73 OF THE CODE OF THE CITY OF CHARLOTTES- <br />VILLE, 1990, AS AMENDED, RELATED TO PROHIBITION OF <br />TRUCK TRAFFIC ON CERTAIN STREETS" (2nd reading) <br /> <br />ORDINANCE: "CLOSING, VACATING AND DISCONTINUING <br />A PORTION OF HAZEL STREET" (2nd reading) <br /> <br />j. ORDINANCE: Gas Line Extension Policy (carried over) <br /> <br />ORDINANCE: AMENDING RETIREMENT ORDINANCE (2ND READING) <br /> <br /> Mr. Gouldman recommended that the retirement ordinance <br />be amended to broaden the application of the ordinance to <br />include employees who retired under Article IV of Chapter 19. <br /> <br /> On motion by Rev. Edwards, seconded by Ms. Slaughter, <br />the ordinance was unanimously amended as recommended by Mr. <br />Gouldman. <br /> <br /> The ordinance entitled "AN ORDINANCE AMENDING AND <br />REORDAINING SECTION 19-110 OF CHAPTER 19 OF THE <br />CHARLOTTESVILLE CITY CODE, 1990, AS AMENDED, RELATING TO <br />EMPLOYMENT OF RETIRED CITY EMPLOYEES," as amended, which was <br />offered on December 6th, was approved by the following vote. <br />Ayes: Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. <br />Toscano, Mr. Vandever. Noes: None. <br /> <br />STAFF REPORT: COMMUNITY DESIGN LIAISON <br /> <br /> Mr. Hendrix recommended that the community design <br />liaison, suggested by Rev. Edwards at Council's annual <br />retreat, be established as a part-time, consultant position <br />funded out of West Main Street capital funds (between $5,000 <br />and $7,000) . The position would serve as a communication <br />link with neighborhood groups regarding design and <br />construction along the corridor and would work under the <br />supervision of the Department of Community Development. <br /> <br /> Responding to a question from Ms. Daugherty, Rev. <br />Edwards stated that he felt the person needed to be <br />technically competent and able to interpret design and <br />construction plans. <br /> <br />Ms. Daugherty stated that she felt it was also important <br /> <br /> <br />
