156 <br /> <br />the Museum. <br /> <br /> Responding to a question from Ms. Slaughter, Mr. Kapps <br />stated that Albemarle County contributed $20,000 to the <br />Museum this year. <br /> <br /> Ms. Waters made a motion to authorize] the City Manager <br />to sign the amended leasewith the Virginia Discovery Museum <br />and expressed her appreciation for the repayment of the loan. <br /> <br /> Mr. Toscano seconded the motion and stated that he was <br />very enthused and supportive of the Museum, and added that <br />the Museum staff have always done what Council has requested <br />and have kept their operating expenses under budget. Mr. <br />Toscano stated that he hoped the Museum would establish an <br />endowment within the next five years. <br /> <br /> CounCil unanimously voted to authorize the City Manager <br />to sign the amended lease with the Virginia Discovery Museum. <br /> <br />REQUEST: USE OF SMITH CENTER BY BOYS AND GIRLS CLUB <br /> <br /> Mr. Joe Milbank, President of the Charlottesville Boys <br />and Girls Club, stated that the Club is a non-profit youth <br />service organization which targets at-risk youth. Mr. <br />Milbank stated that the Club has raised $33,125 to date and <br />requested the use of the Smith Recreation Center which was <br />felt to be an ideal location for the Club. <br /> <br /> Responding to a qUestion from Ms. Waters regarding the <br />Club's relationship with efforts to establish a teen center, <br />Ms. Slaughter explained that the Club and teen center are two <br />separate enterprises which will serve different functions, <br />with some overlapping of ages served. <br /> <br /> Mr. Milbank stated that the Club intends to expand in <br />the future, but will initially offer an after school program, <br />one full day, and perhaps two on weekends, as well as all day <br />long in the summer. Mr. Milbank added that the Club will <br />establish an agenda which will allow programs currently <br />operating in the Smith Center to continue. <br /> <br /> Mr. Hendrix noted that the pool is not being leased, <br />only the recreation center itself and that the current drop <br />in program will be replaced by the Boys and Girls Club <br />program and resources for the drop in program will be used <br />elsewhere. <br /> <br /> On motion by Ms. Waters, seconded by Ms. Slaughter, <br />Council unanimously voted to authorize the City Manager to <br />sign a lease agreement with the Boys and Girls Club for the <br />Smith Recreation Center. <br /> <br />REQUEST: CHARLOTTESVILLE HOUSING FOUNDATION - CITY LOTS ON <br />SHAMROCK ROAD <br /> <br /> Mr. Forrest Kerns, Executive Director of the <br />Charlottesville Housing Foundation (CHF), requested that the <br />City sell two City owned lots to be used for construction of <br />1) a group home for disabled persons with HIV or AIDS and 2) <br />a duplex to be sold as affordable housing. Mr. Kerns added <br />that if the grant application for the group home is turned <br />down by HUD then CHF would like to build another duplex on <br />that lot. Mr. Kerns stated that the deadline for submission <br />of the grant is July 1st. <br /> <br />Ms. Waters questioned what public process was necessary. <br /> <br /> Mr. Clyde Gouldman, City Attorney, stated that the <br />current City Code requires a special use permit for the group <br />home, but added that some questions remain about the impact <br />of the Fair Housing Act which he needed to study further <br />before giving a final opinion. <br /> <br /> <br />
