295 <br /> <br />facility, with CHS students given priority to use it and <br />guidelines developed-for use by others. <br /> <br /> Mr. Martin Beekman, 2321 Glenn Court,~ representing the <br />Lane Babe Ruth Baseball Team, stated that the Lane field <br />needs repairs and the lights need replacing. Mr. Beekman <br />requested that the City provide funding to match the $12,000 <br />raised privately and~ $10,000 ~allocated by Al~bemarle County. <br /> <br /> Ms. Liz Akin, 501 Park Hill and a member of the Sexual <br />Assault Resource Agency (SARA) Board, supported full funding <br />for SARA's requests, including the Child Assault Prevention <br />(CAP) program which had been~ submitted to the Charlottesville <br />Schools for funding but~had not been included in the School <br />budget. Ms. Akin stated that SARA has seen substantial <br />growth~in the utilization of its services but will be unable <br />to continue the CAP program without additional funding. Ms. <br />Akin also invited Councilors to participate in upcoming CAP <br />workshops. <br /> <br /> Ms. Patricia Cheeks of Oxford Road,. stated that she <br />works with persons who have been sexually abused and is aware <br />of the long-term effects of such abuse and supported full <br />funding for SARA and the CAP program. <br /> <br /> Ms. Lindsey Ryan, 1509 Grove Road, representing the <br />Junior League, supported full funding for SARA and the CAP <br />program. - <br /> <br /> Ms. Charleen Green, former teacher and current <br />volleyball coach at Charlottesville High School, supported <br />funding for SARA, and especially funding for the Teen CAP <br />Program which she felt would empower students to be able to <br />problem solve. <br /> <br /> Ms. Bambi Chapin, CAP Coordinator for SARA, presented <br />Council with a letter from the child victimization task force <br />supporting the CAP program. <br /> <br /> Mr. Jeff Frazier, 1405 Foxbrook Lane, a psychologist and <br />member of the SARA Board, stated that the notion of <br />prevention is at the heart of the CAP program and supported <br />full funding for SARA. <br /> <br /> Mr. Greg Menke, 1930 Barracks Road, representing the <br />Parents Advisory Council for the CLASS program, supported <br />increased funding for a part-time administrator to assist the <br />CLASS program coordinator. Mr. Menke added that due to state <br />licensing requirements the program may no longer be able to <br />be self-supporting and funding available for the scholarship <br />program would be reduced. <br /> <br /> Ms. Mary Bell, representing Monticello Area <br />Community Action Agency (MACAA), requested funding for a <br />Youth Conservation Corp which would provide training for 16 <br />low achieving/low-income students between the ages of 18 and <br />25 years. MSo Bell stated that $20,000 is being sought from <br />the City and $7,500 from CDBG funds to match-the $80,000 <br />already received from a state grant, $15,000 from the Job <br />Training Partnership ~ct, and $40,000 from a private <br />foundation. - <br /> <br /> Mr. Francis Fife, 1605 Concord Drive, supported funding <br />for the Youth Conservation Corp. <br /> <br /> Ms. Betty Newell, Executive Director of the Free Clinic, <br />requested that the City provide $11,000 for the Free Clinic. <br />Ms. Newell stated that there are .an estimated 15,000 to <br />20,000 uninsured people in the Charlottesville area. The <br />Free Clinic has a pool of 750 volunteers who serve the. <br />working poor, homeless people, and young families as well as <br />those who are uninsured. Ms. Newell stated that 62% of <br />clients seen to date are City residents. Ms. Newell stated <br /> <br /> <br />
