296 <br /> <br />that local support is important to show as the Clinic <br />continues to seek private foundation funding. <br /> <br /> Mr. Steve Winthrop supported funding for the Free <br />Clinic. <br /> <br /> Ms. Cat McGuire, Executive Director for Piedmont Council <br />of the Arts, requested that Council provide $15,000 for <br />Piedmont Council of the Arts. <br /> <br /> Mr. Steve Stern, 1204 Holmes Avenue and Chairman of the <br />Social Development commission, explained that the Commission <br />is in the process of re-evaluating how it can be of better <br />help to Council in the budget process. <br /> <br /> Mr. Ken Ackerman, Executive Director of Monticello Area <br />Community Action Agency, requested that Council provide <br />funding for Project Discovery which was not funded by the <br />Schools. <br /> <br /> Mr. Danny Bowen, 716 Palatine, supported funding for <br />lighting the CHS baseball field. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Ms. Slaughter requested that Council discuss at a work <br />session the possibility of providing funding in the budget <br />for a service audit of City departments and the possibility <br />of a cigarette tax. Ms. Slaughter stated that she felt it <br />would be helpful for staff to talk with cigarette <br />distributors about how a tax would be applied. Ms. Slaughter <br />also suggested that a longer-range issue might be to consider <br />alternatives for tax relief which would require General <br />Assembly action such as the Homestead exemptions and circuit <br />breaker concept. <br /> <br />PUBLIC HEARING: <br /> <br />PROGRAM <br /> <br />PROPOSED FY 93/94 COMMUNITY DEVELOPMENT BLOCK <br /> <br />The public hearing was opened. <br /> <br /> Ms. Cat McGuire, Executive Director of Piedmont Council <br />of the Arts, expressed appreciation for the Social <br />Development Commission's recommendation of $5,000 in CDBG <br />funds for the Arts Alive program. Ms. McGuire noted that the <br />Charlottesville-Albemarle Foundation has issued a challenge <br />grant for the Arts Alive program which was dependent upon <br />receiving the CDBG funding. <br /> <br /> Ms. Emily Dreyfus, Director of the AIDS Support Group, <br />requested that Council increase the amount of CDBG funds <br />above the $4,000 recommended by the Social Development <br />Commission to at least $8,000 to $10,000 which would enable <br />the AIDS Support Group to expand to a part-t~ime coordinator. <br /> <br /> Mr. Steve Stern, Chairman of the Social Development <br />Commission, stated that the Commission had recommended that <br />$15,000 in CDBG funds be allocated for a job training needs <br />assessment which would be done by a consultant under the <br />guidance of the Social Development Commission. ~ <br /> <br /> Responding to a question from Ms. SlaUghter regarding <br />the Social Development Commission's criteria for <br />recommendations, Mr. Stern stated that some requests had been <br />reduced for administrative expenses, some represented <br />compromises and the AIDS SupPort Group was recommended to <br />receive funds which remained. <br /> <br /> Mr. Toscano recommended that the Social Development <br />Commission discuss future employment opportunities on West <br />Main Street and skill levels needed, using the Virginia <br />Employment Commission, Private Industries Council and MACAA <br /> <br /> <br />
