297 <br /> <br />as sources of information. <br /> <br /> As there were no further speakers the public hearing was <br />closed. <br /> <br /> Responding to a question from Mr. Toscano, Mr. Satyendra <br />Huja, Director of Community Development, stated that the <br />$10~000 for relocation recommended in the CDBG program was <br />required by federal law and was used mainly to temporarily <br />relocate families whose homes are being renovated by CHIP. <br /> <br /> Referring to the $100~000 for economic development in <br />the CDBG program~ Mr. Toscano asked who will administer the <br />loans and what is the plan for who will get the loan. <br /> <br /> Mr. Huja stated that the recommendation evolved from the <br />CDBG Task Force and was intended to help minority businesses <br />dovetail with recommendations of the West Main Street Task <br />Force. Mr. Huja stated that a process would be set up prior <br />to July 1st which would come back to Council for comment and <br />discussion. <br /> <br /> Mr. Toscano expressed concern about whether adequate <br />funding had been recommended for the priority neighborhood <br />and Mr. Huja stated that the 10th and Page Street Task Force <br />has developed a list of projects which total more than <br />$200,000 which will be put into priority order and noted that <br />Council can decide to add more funding for the priority <br />neighborhood. <br /> <br />STAFF REPORT: HIGHWAY PRIORITIES <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained <br />that the Virginia Department of Transportation will be <br />holding its annual preallocation hearing for the six year <br />highway plan and Council~may wish to add transportation <br />enhancement projects to the existing highway priorities. Ms. <br />Mueller stated that some extra funds may be available for <br />these enhancement projects. Ms. Mueller noted that the <br />highway priorities are grouped and are not in priority order. <br /> <br /> Ms. Slaughter made a motion to approve the following <br />transportation enhancement projects, in priority order: <br />Train Station renovation~ bicycle routes, Greenbelt Park, <br />removal of billboards and undergrounding of utilities; and to <br />maintain the~following highway priorities, not in priority <br />order: Jefferson Park Avenue Bridge ~over the Southern <br />Railroad, Ivy Road frOm Emmet Street west to the corporate <br />limits, West Main Street Bridge over the Southern Railroad, <br />Emmet Street from 250 Bypass south to Jefferson Park Avenue, <br />and Fontaine Avenue. Mso Daugherty~seconded the motion and <br />it was unanimously approved. <br /> <br />APPROPRIATION: $200,000 = 5~CAA FOR PURCHASE OF YMCA PROPERTY <br />(2nd reading) <br /> <br /> Mr. Hendrix stated that he had met with Mr. Ackerman and <br />the City Attorney to explore alternatives to granting a tax <br />exemption for MACAA but had not been able to come up with an <br />agreement. <br /> <br /> Mr. Ken Ackerman, Executive Director of the Monticello <br />Area Community Action Agency (MACAA), expressed appreciation <br />for Council and staff's support. Mr. Ackerman requested that <br />should Council grant the tax exemption and ask for a partial <br />payment in lieu of taxes that the payment be phased in over a <br />period of time so that the 20% payment would not be required <br />until MACAA's loan had been paid off. Mr. Ackerman noted <br />that the renovation budget for the project may already be <br />inadequate. <br /> <br /> Ms. Daugherty stated that she would probably favor <br />granting the tax exemption on a-property-specific basis and <br /> <br /> <br />
