298 <br /> <br />phasing in the payment in lieu of taxes. <br /> <br /> Mr. Goul~an noted that MACAA as a charitable <br />organization is exempt from the formal requirement for <br />payment in lieu of taxes so any agreement with regard to the <br />payment would be voluntary on MACAA's part. <br /> <br /> Mr. Vandever noted that Council could reduce the funding <br />for MACAA in the future should they not make the payments in <br />lieu of taxes, but Mr. Toscano expressed concern about <br />Council cutting funding for direct services in the future. <br /> <br /> Mr. Toscano stated that he will not support granting a <br />tax exemption to ~ACAA for the following reasons: 1) it sets <br />a bad precedent; 2) Council has taken a position not to grant <br />future exemptions; and 3) the exemption is granted forever and <br />binds future Council. Mr. Toscano stated that he also has <br />concerns about MACAA's ability to pay for the property and <br />necessary renovations. <br /> <br /> Rev. Edwards stated that he will support a tax exemption <br />since the property is not currently on the tax rolls. <br /> <br /> Mr. Gou!dman noted that a public notice and public <br />hearing is required prior to supporting a tax exemption which <br />would then be acted on by the 1994 General Assembly. <br /> <br /> Mr. Vandever stated that he would prefer to see an <br />alternative to granting a tax exemption but will support this <br />action if no other options are available. <br /> <br /> Mr. Toscano questioned what would happen to the City's <br />$200,000 if MACAA is unable to carry the debt. <br /> <br /> The ~200,000 appropriation to MACAA for the purchase of <br />the YMCA property on Park Street which was offered at the <br />March 1st meeting was approved by the following vote. Ayes: <br />Ms. Daugherty, Rev. Edwards, Ms. Slaughter, Mr. Toscano, Mr. <br />Vandever. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that the sum of $200,000 is hereby <br />appropriated from the unappropriated balance of the Capital <br />Fund as a grant to the Monticello Area Community Action <br />Agency (MACAA) for the purpose of renovating the former YMCA <br />site on Park Street. This appropriation is conditioned upon <br />MACAA's taking title to the subject property during the 1993 <br />calendar year. Disbursement of the $200,000 shall be as <br />follows: <br /> <br /> (a) $100,000 upon closing of the sale of the property <br /> to MACAA) and <br /> (b) $100,000 on July 1, 1993, provided closing occurs <br /> before July 1, 1993~ if closing occurs after July 1, 1993, <br /> payment will be made at the time of closing. Said $100,000 <br /> will be obtained by restructuring a loan from the General <br /> Fund to the Capital Fund which is currently due for repayment <br /> on July 1, 1993. <br /> <br /> It was agreed that a public hearing on the request to <br /> grant a tax exemption to MACAA would be held on April 5th. <br /> <br />APPROPRIATION: $55,000 - EQUIPMENT PURCHASE FOR PUBLIC ACCESS <br />STUDIO <br /> <br /> Mr. Hendrix explained that as part of the franchise <br />agreement with Adelphia Cable, $55,000 was set aside to be <br />used for equipment for a public access studio. The Citizens <br />Cable Advisory Committee has developed an equipment list, <br />bids have been taken and the equipment is ready to be <br />purchased. <br /> <br />On motion by Ms. Slaughter, seconded by Rev.
