Huja explained that the University has been unwilling to take <br />steps to change the situation because it slows down traffic <br />into the University which the University views as favorable. <br /> <br /> Ms. Waters stated that she felt it was important for <br />University planning to extend beyond the actual boundary of <br />the University. Ms. Waters noted that she felt the Lewis <br />Mountain Neighborhood was considerably stable and the owner <br />occupied units were lower in percentage due to the number of <br />high density apartments within the neighborhood's boundary, <br />not because owner occupied units have been converted into <br />rental units. <br /> <br /> Ms. Slaughter questioned whether the City could <br />influence the plans for the University's proposed parking <br />garage on Emmet Street and Mr. Hendrix stated that he was <br />meeting with University officials to discuss the matter. <br /> <br /> Ms. Slaughter recommended that Emmet Street and Ivy Road <br />be considered as overlay zones for regulation because they <br />serve as major entrances into the City. <br /> <br /> Ms. Waters made a motion to adopt the Lewis Mountain <br />Neighborhood Study with the Planning Commission's <br />recommendations included. Mr. Vandever seconded the motion <br />and the Study was unanimously approved by Council. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$4~250 - VIRGINIA COMMISSION FOR THE ARTS GRANT <br /> <br /> The $4,250 appropriation of the Virginia Commission for <br />the Arts Grant which was offered at the July 2nd meeting was <br />approved by the following vote. Ayes: Rev. Edwards, Ms. <br />Slaughter, Mr. Toscano, Mr. Vandever, Ms. Waters. Noes: <br />None. <br /> <br /> WHEREAS, the Virginia Commission for the Arts has <br />notified the City of its grant award in the Local Government <br />Challenge Grant category; now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that $2,980 of the amount reserved <br />from such grant is hereby appropriated to Grants Fund <br />expenditure account 11-042-071050 for use by the Piedmont <br />Council for the Arts for its activities during the 1990-91 <br />fiscal year, and $$1,360 of the amount reserved from such <br />grant is hereby appropriated to Grants Fund expenditure <br />account 11-042-071060 for use by the Virginia Discovery <br />Museum for its activities during the 1990-91 fiscal year. <br /> <br />RESOLUTION: APPROVING AMENDMENT TO CSX SALES CONTRACT WITH ALIANT <br />CORPORATION <br /> <br /> Mr. George Ray, Director of Economic Development, <br />explained that the first two houses on the CSX property have <br />been completed by Aliant and the first house is under <br />contract. Mr. Ray stated that Aliant Corporation has <br />requested that the City amend the sales contract to allow <br />higher income guidelines for potential purchasers of the <br />property because it was felt that the guidelines restricted <br />sale to too narrow a market. Mr. Ray stated that he had <br />polled the members of the Charlottesville Industrial <br />Development Authority regarding the request and no opposition <br />was expressed. <br /> <br /> Ms. Pat Hickman, representing Aliant Corporation, <br />requested that the guidelines be increased to VHDA guidelines <br />plus 15% because of the difficulty in finding qualified <br />buyers for the property. <br /> <br /> Ms. Waters stated that she was reluctant to raise the <br />limits because it appeared that housing~is available in the <br />City within the $60,000 to $70,000 range which would be <br /> <br /> <br />
