available to persons with inComes above the VDHA guidelines <br />and maintaining the current income level requirement'would <br />help persons otherwise unable to purchase a home. <br /> <br /> Responding to a question from Mr. Toscano about whether <br />the City had written down the cost of the lots, Mr. Ray <br />stated that the lots had not been individually appraised, but <br />comparable lots have been appraised in the $10,000 or less <br />range and the three lots sold for a total of $20,400. <br /> <br /> Ms. Hickman noted concern about maintaining the <br />affordability of the houses because if the hOuses are not <br />sold the holding costs will require that the sale price <br />increase. <br /> <br /> Ms. Waters recommended that staff work with Aliant to <br />explore other ways to solve the problem rather than <br />increasing the income levels at this time. <br /> <br /> Rev. Edwards indicated his willingness to reconsider the <br />request if the houses are not sold within 30 to 60 days. <br /> <br /> Ms. Slaughter stated that she had been in a similar <br />situation a year ago and understood the difficulty of <br />purchasing a home in this price range and, on an experimental <br />basis, would be willing to consider increasing the income <br />levels if it meant maintaining a lower price on the houses. <br /> <br /> Mr. Tom Hickman of Aliant Corporation, requested that <br />the income guidelines be increased for the second house and <br />not the third, allowing time to work on the situation. <br /> <br /> Mr. Toscano stated that he felt it was premature to <br />raise the income guidelines because of the short time the <br />house has been on the market and because he felt Council has <br />a special obligation to target and assist those persons most <br />in need of housing. Mr. Toscano added that Council might <br />want to consider increasing the amount of time purchasers are <br />required to live in the houses without a penalty on resale. <br />Mr. Toscano noted that Aliant is only carrying a loan on the <br />construction costs, not on the cost of the land. <br /> <br /> It was the consensus of Council to defer the request for <br />30 days. <br /> <br />RESOLUTION: AUTHORIZING CHANGE OF NAME FROMDEPARTMENTOF <br />PERSONNEL TO DEPARTMENT OF HUM3UN RESOURCES <br /> <br /> Mr. Hendrix explained that in conjunction with the <br />recodification of the City Code the Department of Personnel <br />has requested a name change to the Department of Human <br />Resources. <br /> <br /> Responding to a question from Ms. SlaUghter about why <br />the change was being requested, Mr. Hendrix stated that <br />personnel departments have taken on a vaster array of <br />services. <br /> <br /> On motion by Ms. Waters, seconded by Mr. Toscano, the <br />resolution authorizing the change of name from the Department <br />of Personnel to the Department of Human Resources was <br />unanimously approved by Council. <br /> <br /> WHEREAS, it is expected that this Council will adopt a <br />recodified City Code in the latter part of 1990; and <br /> <br /> WHEREAS, the new code will contain provisions changing <br />the name of the Department of Personnel to the Department of <br />Human Resouces~ and ~ <br /> <br /> WHEREAS, that Department is expected to effect a gradual <br />change of its name during the interim period between the date <br />of this resolution and official adoption of the new City <br /> <br /> <br />
