50 <br /> <br />approval of the subject special use permit, has <br />agreed voluntarily to obtain approval of the Board <br />of Architectural Review for the adult day care <br />project located on .approximately 2~3 acres at 1512 <br />East Market Street, and this permit is conditioned <br />accordingly. <br /> <br />Regular hours of operation of the day care center <br />shall be 7:30 a.m. to 5:30 p.m. weekdays. <br />Occasional night-time and Saturday use shall be <br />allowed~not to exceed four (4) times per month. <br />Operation may also continue in emergency situations. <br /> <br />Site plan review will be conducted pursuant to <br />regular code requirements with particular <br />attention to off-site parking, reasonable, but <br />"not too high" screening, and minimizing adverse <br />impact on the neighborhood from lighting. <br /> <br />RESOLUTION: APPROVING VHDA FINANCING FOR BLUE RIDGE FAMILY ALLIANCE <br /> <br /> Mr. O'Connell stated that VHDA funds were being used to <br /> refinance the home for the mentally ill consisting of 10 <br /> apartments which has previously met zoning and site <br /> requirements. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution approving VHDA financing for the Blue Ridge Family <br />Alliance was unanimously approved by Council. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia that this Council certifies to the <br />Virginia Housing Development Authority Council's approval of <br />the proposed development of a single-story congregate home <br />for the mentally disabled on the southwest corner of Carlton <br />Road and Carlton Avenue; provided, however, that such <br />development conforms to all zoning requirements. Notwith- <br />standing the above, the City will not be responsible for any <br />debt service charges or any financial obligation in <br />connection with the aforesaid financing of the transitional <br />residence for the mentally disabled. <br /> <br />RESOLUTION: AUTHORIZING SUBMISSION OF LITTER CONTROL GRANT <br /> <br /> On motion~by Rev. Edwards, seconded by Mr. Vandever, the <br />resolution authorizing the submission of the Litter Control <br />grant was unanimously approved by Council. <br /> <br /> WHEREAS, this Council has recognized~the existence of a <br />litter problem within the boundaries~of the City of <br />Charlottesville; and <br /> <br /> WHEREAS, the Virginia Litter Control Act of 1976 <br />provides, through the Department of Conservation and Economic <br />Development, Division of Litter Control, for the allocation <br />of funds in the form of grants for the purpose of enhancing <br />local litter control programs~ now, therefore, <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville~ Virginia, that the City: <br /> <br />1. Endorses and supports the continuation of such a <br /> program for the City of Charlottesville; <br /> <br />Expresses its intent to combine with the County of <br />Albemarle in a mutually agreed upon and cooperative <br />program, contingent on ,approval of the application <br />by the Department of Conservation and Economic <br />Development, Division of Litter Control, and <br />contingent on receipt of funds; <br /> <br />Authorizes the Charlottesville-Albemarle Clean <br />Community Commission (CAC3) t'o plan and budget <br /> <br /> <br />
