following vote. Ayes: Rev. Edwards, Mr. Towe, Mr. Vandever,
Ms. Waters. Noes: None. Absent: Mr. BuCk.

ORDINANCE: RESTRICTING THROUGH TRUCK TRAFFIC ON CERTAIN STREETS

Mr. O'Connell stated that a meeting of staff, neighbor-
hood representatives and trucking industry representatives
was recently held to discuss the ordinance and the consensus
of the group was to restrict truck traffic on certain streets
rather than to designate trUck rOutes throUghout the City.

Mr. Gou!dman stated that the penalty for 'diSobeying the
ordinance was a Class IV misdemeanor, with the penalty
increasing to Class III and Class II misdemeanors for the
second and third offenses.

On motion by Rev. Edwards, seconded by Mr. Vandever, the
ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN
ARTICLE I OF CHAPTER 16 OF THE CODE OF THE CITY OF
CHARLOTTESVILLE, 1976, AS AMENDED, BY ADDING SECTION 16-9.2,
RELATING TO THE REGULATION OF TRUCK TRAFFIC WITHIN THE CITY
LIMITS" was offered and carried over to the next meeting for
consideration.

Mr. Presley Thach of Security Storage and Van Lines
stated that he felt a Class II offense was too severe.

Responding to a question from Mr. Towe, Mr. Gouldman
stated that the driver of the truck would be responsible for
the ticket~

Ms. Waters requested that staff'provide eligibilitY
criteria for future requests to restrict trucks.

Mr. O'Connell stated that staff 'would make a
recommendation at the second reading as to the effective date
of the ordinance.

ORDINANCE: REZONING' PROPERTY ON EAST SIDE OF MONTICELLO AVENUE
NORTH OF DRUID AVENUE TO CLYDE STREET FROM R-2 TO R-3

Mr. Satyendra-Huja, Director of community Development,
stated that the Planning Commission recommended approval of
the rezoning for the following reasons: 1) It is in harmony
with the Land Use Plan of the Comprehensive Plan; 2) The
proposed development would be compatible with the surrounding
area and with development recommended in the'Urban Design
Plan for this entrance corridor; 3) The acceSs to the
property helps.insure that this development Would not have an
adverse affect on the surrounding neighborhood in terms of
traffic; 4) The topography of the site lends itself to multi-
family development rather than single or two-family detached
development. · ~

Mr. Towe questioned what type of units would be built
since the property is located on a major entranceway to the
City.

Mr. Huja stated that no specific drawings have been
submitted because consideration of the zoning request only
deals with the nature of the building.

Mr. Claude Cotton, developer of the property, stated
that the units are expected to sell in the $60,000 to $70,000
range.

On motion by Rev. Edwards, seconded by Mr. Towe, the
ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE
DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING
ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976,
AS AMENDED, BY THE REZONING OF PROPERTY LOCATED ON MONTICELLO
AVENUE" was offered and carried over to the next meeting for
consideration.
