Absent: Mr. BuCk. <br /> <br />ORDINANCE: RESTRICTING THROUGH TRUCK TRAFFIC ON CERTAIN STREETS <br /> <br /> Mr. O'Connell stated that a meeting of staff, neighbor- <br /> hood representatives and trucking industry representatives <br /> was recently held to discuss the ordinance and the consensus <br /> of the group was to restrict truck traffic on certain streets <br /> rather than to designate trUck rOutes throUghout the City. <br /> <br /> Mr. Gou!dman stated that the penalty for 'diSobeying the <br /> ordinance was a Class IV misdemeanor, with the penalty <br /> increasing to Class III and Class II misdemeanors for the <br /> second and third offenses. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />ordinance entitled "AN ORDINANCE TO AMEND AND REORDAIN <br />ARTICLE I OF CHAPTER 16 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1976, AS AMENDED, BY ADDING SECTION 16-9.2, <br />RELATING TO THE REGULATION OF TRUCK TRAFFIC WITHIN THE CITY <br />LIMITS" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> Mr. Presley Thach of Security Storage and Van Lines <br />stated that he felt a Class II offense was too severe. <br /> <br /> Responding to a question from Mr. Towe, Mr. Gouldman <br />stated that the driver of the truck would be responsible for <br />the ticket~ <br /> <br /> Ms. Waters requested that staff'provide eligibilitY <br />criteria for future requests to restrict trucks. <br /> <br /> Mr. O'Connell stated that staff 'would make a <br />recommendation at the second reading as to the effective date <br />of the ordinance. <br /> <br />ORDINANCE: REZONING' PROPERTY ON EAST SIDE OF MONTICELLO AVENUE <br />NORTH OF DRUID AVENUE TO CLYDE STREET FROM R-2 TO R-3 <br /> <br /> Mr. Satyendra-Huja, Director of community Development, <br />stated that the Planning Commission recommended approval of <br />the rezoning for the following reasons: 1) It is in harmony <br />with the Land Use Plan of the Comprehensive Plan; 2) The <br />proposed development would be compatible with the surrounding <br />area and with development recommended in the'Urban Design <br />Plan for this entrance corridor; 3) The acceSs to the <br />property helps.insure that this development Would not have an <br />adverse affect on the surrounding neighborhood in terms of <br />traffic; 4) The topography of the site lends itself to multi- <br />family development rather than single or two-family detached <br />development. · ~ <br /> <br /> Mr. Towe questioned what type of units would be built <br />since the property is located on a major entranceway to the <br />City. <br /> <br /> Mr. Huja stated that no specific drawings have been <br />submitted because consideration of the zoning request only <br />deals with the nature of the building. <br /> <br /> Mr. Claude Cotton, developer of the property, stated <br />that the units are expected to sell in the $60,000 to $70,000 <br />range. <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Towe, the <br />ordinance entitled "AN ORDINANCE AMENDING AND REENACTING THE <br />DISTRICT MAP INCORPORATED IN SECTION 31-4 OF THE ZONING <br />ORDINANCE OF THE CODE OF THE CITY OF CHARLOTTESVILLE, 1976, <br />AS AMENDED, BY THE REZONING OF PROPERTY LOCATED ON MONTICELLO <br />AVENUE" was offered and carried over to the next meeting for <br />consideration. <br /> <br /> <br />
