Such <br />appropriation shall be conditioned upon receipt of $85,000 <br />from the Virginia Department of Criminal Justice Services <br />Grant ~90-A6843, and $79,074 shall be transferred from <br />account 05-302-131034 in the General Fund to the Grants Fund, <br />for a total appropriation of $164,074. <br /> <br />APPROPRIATION: $73~813.57 YOUTH SERVICE CENTER (2nd reading) <br /> <br /> The $73,813,57 appropriation for the Youth Service <br />Center which was offered at the July 17th meeting was <br />approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Vandever, Ms. Waters. Noes: None.~ Absent: <br />Mr. Towe. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia that the sum of $73,813,57 is <br /> hereby appropriated to the Grants Fund in expenditure account <br /> 11-042-062024 for operation of the Youth Service Center <br /> during the 1989-90 fiscal year. Such center shall be <br /> operated by the Youth Service Center under cOntract with the <br /> City. Such appropriation shall be conditioned upon receipt <br /> of $54,641.57 from the Virginia Department of Corrections <br /> (Virginia Delinquency Prevention and Youth Development Act <br /> Grant 89-II-2), $4,525 in matching funds from Outreach <br /> Counseling Services, Inc., and $14,647 shall be transferred <br /> from account 05-302-131031 in the General Fund to the Grants <br /> Fund. <br /> <br />APPROPRIATION: $5,00.0 - VIRGINIA COMMISSION FOR THE ARTS GRANT: <br />VIRGINIA DISCOVERY MUSEUM AND PIEDMONT COUNCIL OF THE AR.TS <br /> <br /> Mr. Hendrix stated that it was staff's recommendation <br />that the $5,000 Virginia Commission for the Arts Grant be <br />divided on the same percentage as funding had been granted in <br />the budget, with Piedmont Council of the Arts receiving <br />$3,400 and the Virginia Discovery Museum receiving $1,600. <br /> <br /> On motion~by Mr. Vandever, seconded by Rev. Edwards, the <br />$5,000 appropriation of the Virginia Commission of the Arts <br />Grant was offered and-carried over~ to the next meeting, in <br />the manner recommended above by staff. ~ <br /> <br />APPROPRIATION: $511,320 - GIRLS ATTENTION HOME RENOVATIONS <br /> <br /> Mr. Hendrix explained that the Girls Attention Home <br />renovations would be funded from the following sources: <br />Department of Corrections ($255,~660)) Capital Improvement <br />Program ($68,100); Private Donations ($40,000); U. S. <br />Department of Agriculture ($15,000); Sale of current Girls <br />Attention Home.on 7th Street ($125,000); and Community <br />Attention Fund ($7,560). <br /> <br /> On motion by Rev. Edwards, seconded by Mr. Vandever, the <br />$511,320 appropriation fOr the Girls Attention Home <br />~renovations was offered and carried over to the next,meeting <br />for consideration. <br /> <br />APPROPRIATION: $67,000 - TRANSPORTATION PLANNING GRANT <br /> <br /> Mr. Hendrix stated that the Transportation Planning <br /> Grant woUld be used for the following projects: Socio- <br /> economic Data Base ($10,000); Southern City Neighborhoods <br /> Study ($20,000); Downtown Transfer Facility Feasibility and <br /> Location Study ($25,000); Regional Bicycle Plan ($2,500); <br /> Administration ($2,000); and Study to coordinate the <br /> Charlottesville Transit System and the University Transit <br /> System ($7,500). <br /> <br /> Mr, Buck questioned the high cost,of the Downtown <br />Transfer Facility Feasibility and Location~Study and Mr. <br /> <br /> <br />
