Edwards, seconded by Mr. Vandever, the <br />four neighborhood studies were unanimously accepted by <br />Council. <br /> <br />ORDINANCE: RESTRICTING THROUGH TRUCK TRAFFIC ON CERTAIN STREETS <br /> <br /> Mr. Hendrix explained that the Ordinance would restrict <br />trucks with more than two axles on certain Streets. <br /> <br /> Mr. Gouldman stated that an amendment to the ordinance <br />had been suggested by Mr.~Presley Thatch which would allow <br />trucks northbound on Rio Road who were making deliveries on <br />Rio Road between the City limits~ and Route 29 North. <br /> <br /> Ms. Waters stated that public hearings had been held on <br />the matter, but she would allow one spokesperson from each <br />neighborhood to make brief comments.- <br /> <br /> Mr. Moody of the Locust GrOve Neighborhood AssOciation, <br />recommended that the ordinance be amended to restrict smaller <br />trucks and that the matter be deferred for a month to allow <br />further study. <br /> <br /> Mr. Downing Smith of 810 Locust Ave., representing the <br />Martha Jefferson Hospital Neighborhood Association, stated <br />that since LoCust Avenue was widened seVeral-years ago truck <br />traffic has.increased, ~Mr. Smith stated that the <br />Neighborhood Association did not feel that the issue~has been <br />approached correctly and favored establishing truck routes. <br /> <br /> Mr. Ed Travis, President of the Grove Avenue <br />Neighborhood Association, spoke in favor of including Locust <br />Avenue and Park Street on the restricted list of streetS and <br />including additional vehicles as thoSe restricted. Mr. <br />Travis recommended deferring the second_reading of the <br />ordinance. <br /> <br /> Mr. Buck~questioned whether the issue of restricting <br />trucks with more than four wheels had been discusSed and <br />asked staff to explain why other neighborhood streets were <br />not included in the ordinance. <br /> <br /> Ms. Judith Mueller, Director of Public Works, stated <br />that restricting trucks with more than four wheels would <br />restrict most small delivery trucks and~the trucking industry <br />felt that would be too restrictive. Ms. Mueller explained <br />that extensive discussions over seVeral~mOnths had taken <br />place regarding both the Jefferson Park AvenUe and North <br />Avenue areas and staff agreed~that serious p~oblems existed <br />in these areas. Ms. Mueller stated that staff are in the <br />process of developing criteria for designating streets as <br />restricted to through truck traffic and noted that on an <br />early draft of the criteria, Jefferson Park Avenue had scored <br />very high, North Avenue had scored mediUm to high, and the <br />Locust Avenue/Hazel Street area had scored very low. <br /> <br /> Ms, Waters stated that~she~felt it was important to <br />balance the need for restrictions with the needs of the' <br />trucking industry. · '- - ~ <br /> <br /> Mr. Vandever stated that he felt trucks should be <br />restricted on Locust Avenue.. <br /> <br /> Ms. Waters stated that she was concerned that criteria <br />had not been established for determining whether a street <br />should be-restricted and that no clear problem had been <br />identified on Locust Avenue~ ~ ' <br /> <br /> <br />
