104 <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />REQUEST: TOUR DE TRUMP BICYCLE RACE <br /> <br /> Mr. Rives Bailey, Chairman of the Charlottesville <br />Cycling Week Committee, local organizers of the Tour de Trump <br />Bicycle Race, stated that the race is tentatively scheduled <br />to go through Charlottesville on May 7th and 8th, 1990 and <br />requested that the Council designate or officially recognize <br />the Tour coming through~the City, with the goal being to <br />increase public interest in the race and other activities <br />associated with it. Mr. Bailey also requested that the City <br />provide at no charge police and public works services. Mr. <br />Bailey stated that he anticipated a significant reduction in <br />the number of public works employees needed because of the <br />increase in citizen volunteers and-estimated that the total <br />cost to the City would be approximately $4,000 to $6,000. <br />Mr. Bailey stated that he would have a final budget to <br />present to the Council in November. Mr. Bailey stated that <br />he felt the national exposure given to Charlottesville- - <br />because of the race would increase tourism for the area. <br /> <br /> Mr. Towe stated that he was in favor of the community <br />working with the Tour de Trump. <br /> <br /> Ms. Waters indicated her support of the race, especially <br />in light of the Committee's work to lessen the inconveniences <br />to local businesses. <br /> <br />PRESENTATION: HOUSING STRATEGY REPORT <br /> <br /> Mr. Vandever stated that the goal of the Housing Task <br />Force was to have the recommendations in the Housing Strategy <br />Report included in the Comprehensive Plan. Mr. Vandever <br />explained that the report included the following changes <br />recommended by the Planning Commission: 1) addition of fair <br />housing section; 2) housing for low and moderate prices <br />housing to be built at Pen-Park tract; 3) availability of low <br />interest loans to help repair housing code violations <br />referenced; and 4) general information updates. Mr. Vandever <br />stated that the Council could adopt the report at thi~ time <br />or could refer it to a work session. <br /> <br /> It was the consensus of Council to refer the Housing <br />Strategy Report to a work session. <br /> <br />APPROPRIATION: <br /> <br />(2nd reading) <br /> <br />$3,225 - RENT FOR OFFENDER AID AND RESTORATION <br /> <br /> The $3,225 appropriation for rent for Offender Aid and <br />RestOration which was offered at the september 5th meeting <br />was approved by the'following vote. Ayes: Mr. BUck, Mr. <br />Towe, Mr. Vandever, Ms. Waters. Noes: None. Absent for the <br />vote: Rev. Edwards. <br /> <br /> BE IT RESOLVED by the Council of the City of <br /> Charlottesville, Virginia, 'that the sum of $3,225.is hereby <br /> appropriated from the unappropriated balance of the General <br /> Fund for the purpose of funding the City's portion of <br /> Offender Aid and Restoration rent due for fiscal Year <br /> 1989-90. <br /> <br />APPROPRIATION: $27,953 - GRANT FOR SOCIAL SERVICES UNIT CLERK <br />PROJECT <br /> <br /> Mr. Hendrix exPlained ~hat the approPriation would <br /> continue a pilot program employing unit clerks to perform <br /> work previously done by eligibility workers and that if the <br /> program is proven to be successful the State may continue to <br /> finance the positions. <br /> <br /> <br />
