Edwards, the <br />$1,000 appropriation to the Community Attention Home Program <br />was approved by the following vote. Ayes: Mr. Buck, Rev. <br />Edwards, Mr. Towe, Mr. Vandever, Ms. Waters. Noes: None. <br /> <br /> BE IT RESOLVED by the Council of the City of <br />Charlottesville, Virginia, that the sum of $1,000.00, <br />received as an anonymous donation for the purchase of <br />Christmas gifts for the residents of the Girls Attention <br />Home, is hereby appropriated to expenditure account <br />13-162-062115-54128. <br /> <br /> BE IT FURTHER RESOLVED that the Mayor is requested to <br />send a letter to the donors expressing Council's gratitude <br />for their generosity. <br /> <br />RESOLUTION: ADOPTING HOUSING STRATEGY <br /> <br /> Mr. Glen Larsen from the Department of Community <br />Development, reviewed the changes in the Housing Strategy <br />recommended by the Planning Commission. <br /> <br /> Ms. Waters stated that it' was her preference ~o keep <br />options open regarding housing on the City owned land <br />adjacent to Pen Park. <br /> <br /> Mr. Hendrix recommended that Council not designate the <br />Pen Park property for low/moderate income housing because it <br />was felt that this area was one of the few remaining in the <br />City which would be appropriate for higher priced housing <br />which would help the City's economy. <br /> <br /> Mr. Buck stated that he was concerned about committing <br />the Council regarding the CSX or other property and <br />recommended that the strategy state that the City should <br />"encourage the development of low-moderate income housing on <br />City property where appropriate." <br /> <br /> Ms. Waters stated that the statement could read that the <br />City will establish a Policy which~,,promotes,, low income. <br /> <br /> The Housing Strategy was deferred.__ <br />RESOLUTION: ADOPTING FIVE-YEAR COMPREHENSIVE PLAN <br /> <br /> Mr. Larsen reviewed the language changes recommended by <br />the Planning Commission in the Comprehensive Plan. <br /> <br /> Mr. Ron Higgins of the Department of Community <br />Development, stated that the Planning Commission recommended <br />a slight line change in the zoning in the Little High Street <br />area and recommended that the Belmont neighborhood trailer <br />park remain residential. <br /> <br />Mr. Towe questioned what the City's liability would be <br /> <br /> <br />
