<br />with regard to creation of the new R-lA zoning.

<br /> Mr. Hendrix acknowledged that property owners could
<br />bring suit against the City with regard to the downzoning,
<br />but emphasized that the goal of the zoning was to stabilize
<br />neighborhoods. Mr. Hendrix recommended that the trailer park
<br />remain industrial in order to provide future opportunities to
<br />expand the City's tax base. ~-

<br /> On motion by Mr. Vandever, seconded by Mr. Vandever, the
<br />Council unanimously voted to approve the Five-Year
<br />Comprehensive Plan, with the changes recommended by the
<br />Planning Commission incorporated.
<br />
<br /> WHEREAS, this COuncil .in t984 ~adopted a Comprehensive
<br />Plan for the City of Charlottesville; and
<br />
<br /> WHEREAS, the Code of Virginia requires such plan to be
<br />reviewed every five years, and the City Planning Commission,
<br />in consultation with the Social Development Commission, has
<br />completed such a review; and
<br />
<br /> WHEREAS, the City Planning Commission, by resolution
<br />adopted on December 21, 1989, certified to this Council a
<br />document recommended for adoption'as the reVised
<br />Comprehensive Plan for the City of Charlottesville; and
<br />
<br /> WHEREAS, such document was the subject of a duly
<br />advertised public hearing held at a meeting of this Council
<br />on December 4, 1989; now, therefore
<br />
<br /> BE IT RESOLVED by the Council of the City of
<br />Charlottesville, that the aforesaid document, containing 300
<br />pages, certified by resolution of the City Planning
<br />Commission on December 21, 1989, is hereby approved and
<br />adopted in the following manner:
<br />
<br /> (1) The section of such document entitled
<br />"Introduction," "Philosophy and Overall Goals," "Community
<br /> " "Neighborhoods and Census
<br /> " "Community Profile,
<br />Issues,
<br />Tracts," "N~atural Environment," "Land Use," "Housing,~
<br />"Recreation and Open Space," "Transportation," "Energy and
<br />Utilities," "Community Facilities," "Economic Development,"
<br />and "Implementation StrategY," and including a city-wide land
<br />use plan map as presented by the Department of Community
<br />Development and approved by the Planning Commission to be
<br />printed as an insert to such document, are hereby adopted as
<br />the official Comprehensive Plan of the City, pursuant to
<br />Article 4 of Chapter 11 (Section 15,1-446, et seq.) of the
<br />Code of Virginia, 1950, as amended. Such sections (to be
<br />printed on blue pages in such document) shall have the full
<br />force and effect conferred upon comprehensive planS by~ such
<br />Article and other provisions of general law,
<br />
<br /> (2) The remaining sectionS of such document shall not
<br />be deemed to be part of the official Comprehensive Plan of
<br />the City, ~but shall be considered as supplemental statements
<br />of background data, existing and anticipated future ConditiOns
<br />and policy considerations for general reference by the City
<br />Council, City administration, boards, commissions and'
<br />agencies in planning and making decisions affecting those
<br />matters which are the subject of such supplemental statements.

<br />RESOLUTION: PRO-RATION OF. PERSONAL PROPERTY TAX
<br />
<br /> Mr. Hendrix stated that approval of the resolution would
<br />indicate Council's intention to pro-rate personal property
<br />tax and authorize staff work on the change.
<br />
<br /> on motion by Rev. Edwards, seconded by Mr. Buck,. the
<br />resolution regarding pro-ration of personal property tax was
<br />unanimously approved by Council.
