189 <br /> <br />stated that the purpose of the study conducted on the needs <br />of disabled persons was to determine needs and identify gaps <br />in services. Mr. Stern stated that the needs most often <br />mentioned were in the areas of employment, housing, <br />transportation, and recreation. Mr. Stern stated that many <br />programs for disabled persons are underutilized because their <br />availability is not well publicized. <br /> <br /> Mr. Edward Strickler, Chairman of the Social Development <br />Commission, reviewed the general recommendations of the <br />Study. <br /> <br /> Mr. Herman Key, Social Development Commission member, <br />further discussed recommendations of the study including: <br />making more Section 8 housing vouchers available to people <br />with disabilities and integrating units for disabled persons <br />into other public housing rather than segregating all <br />disabled persons at the High Rise; and maintain JAUNT as the <br />primary system of transporting people with disabilities. Mr. <br />Key noted that the Charlottesville Transit Service has onlY <br />two life-equipped buses and they only provide curb to curb <br />service. <br /> <br /> Mr. Buck questioned whether advertising the availability <br />of services for the disabled was a function of the <br />Independence Resource Center and ~Mr. Vandever replied that it <br />was, but noted that the organization was limited because of <br />its size. <br /> <br /> Responding to a question from Mr. Stern, Ms. Waters <br />recommended that the report be sent to agencies mentioned in <br />the recommendations and that staff respond to those <br />recommendations which involve the City. <br /> <br /> Mr. Vandever questioned whether the City's Housing Code <br />could require handicapped accessibility and Mr. Gouldman <br />stated that he would have to research the matter. <br /> <br /> Mr. Key stated that problems existed with Yellow Cab, <br />especially in driver sensitivity to handicapped persons and <br />an apparent unwillingness on the part of cab drivers to serve <br />handicapped persons. <br /> <br /> Mr. Vandever questioned whether it would be preferable <br /> to only use JAUNT services to transport handicapped persons, <br /> but Mr. Hendrix stated that there were some legal <br /> requirements about using private cab companies. <br /> <br />REQUEST: DOGWOOD FESTIVAL <br /> <br /> Mr. Bill Londeree requested that the City allow the <br />Dogwood Festival to use Pen Park for amusement rides, its <br />barbecue, and fireworks up until 11:00 p.m. and waive fees <br />associated with the festival. <br /> <br /> Mr. Hendrix listed concerns about using Pen Park for the <br />amusement rides including: need to protect the golf course; <br />displacing the youth soccer program, potentially for the <br />entire season if extensive damage is done to the fields~ lack <br />of lighting, lack of parking; and traffic problems on Rio <br />Road. Mr. Hendrix stated that the cost.to the~City could be <br />as high as $10,000 to $20,000. <br /> <br /> Mr. Vandever stated that he would be in favor of <br />allowing the use of Pen~Park, though he-realized problems may <br />be encountered. <br /> <br /> Ms. Waters stated that she had concerns about possible <br />damage that.would put areas out of use for the entire season <br />as well as safety concerns. <br /> <br /> Mr. Towe stated that it might be possible to bring in <br />portable lighting to improve safety.and he woutd favor <br /> <br /> <br />
