Edwards stated that he could support allowing the <br />use of the park if damage'would be minimal, but he would not <br />like the park to be unavailable to children for the entire <br />season. <br /> <br /> Mr. Buck recommended that representatives from the <br />Dogwood Festival and the City further discuss ways to <br />minimize damage and that additional information about the <br />soccer programs be provided to Council. <br /> <br />The matter was carried over. <br /> <br />STAFF REPORT: FIFEVILLENEIGHBORHOOD PLAN <br /> <br /> Mr. Chapman explained the process land amount of <br /> neighborhood participation in developing the plan for the <br /> Fifeville neighborhood. <br /> <br /> Ms. Ethel Henderson, Chair of the Fifeville Task Force, <br />requested that Council approve the first year of funding as <br />recommended by the Task Force and Planning Commission. <br /> <br /> On motion by Mr. Vandever, seconded by Mr. Towe, Council <br />unanimously approved the Action Plan for the Fifeville <br />Neighborhood as recommended by the Fifeville Task Force. <br /> <br />STAFF REPORT: DRAINAGE <br /> <br /> Mr. Hendrix reviewed the drainage projects recommended <br /> by the Planning Commission. <br /> <br /> Ms. Judith Mueller, Director of Public Works, explained <br /> that none of the projects can be begun until July lat. <br /> <br /> Ms. Waters recommended that the work on Willard Drive be <br />started as soon as possible. <br /> <br /> Mr. Hendrix recOmmended against moving the Willard Drive <br />project above ~priority ~4 because of the number of easements <br />involved in the project. <br /> <br /> Ms. Waters recommended moving the Willard Drive project <br />up to ~5 on the list. <br /> <br /> On motion by Mr. Vandever, seConded by Rev. Edwards,~ the <br />drainage projects, as recommended by the Planning Commission, <br />with the Willard Drive project moved to ~5 on the list, were <br />unanimously approved by Council. <br /> <br />STAFF REPORT: CSX DESIGN GUIDELINES <br /> <br />This matter was deferred to the~next meeting <br /> <br />APPROPRIATION: $69,530 - DRUG PROGRAM (2nd reading) <br /> <br /> Rev. Edwards~questioned whether it was known how the <br />effectiveneSs of the drug program will be evaluated~- <br /> <br /> Mr. Hendrix stated that staff will provide further <br />information about evaluating the program within 30 to 45 <br />days. <br /> <br /> Mr. Buck requested that action on the appropriation for <br />an additional person in the Commonwealth's Attorney's office <br />be deferred until the information previously requested is <br />provided, especially that pertaining to the criteria used by <br />the State Compensation Board for funding additional <br />attorneys. <br /> <br /> Mr. Towe stated that he felt it was reasonable to <br />request the same information as would be required by the <br /> <br /> <br />
