261 <br /> <br />Transportation as they own one of the traffic signals. <br /> <br /> Responding to questions from Mr. Buck, Mr. Hendrix <br />stated that a traffic control officer would probably still be <br />needed in addition to the interconnected signals in order to <br />get cars out quickly and stated that the expense associated <br />with the traffic control measures would be the responsibility <br />of St. Anne's. <br /> <br /> Ms. Waters recommended deferring the matter until the <br />Department of Transportation is approached. Ms. Waters added <br />that she felt the major issue facing Council with regard to <br />granting the special permit was a safety concern, not a <br />neighborhood concern. <br /> <br /> Mro Eric Smith of Wilbur Smith Associates, a traffic <br />consulting firm employed by St. Anne's, stated that he had <br />conducted a brief traffic study of the entrance to St. Anne's <br />onto Route 250 and felt the situation was unsafe. Mr. Smith <br />stated that he felt the interconnect idea may be viable, but <br />he recommended keeping Twyman Road open as a relief valve. <br /> <br /> Mr. Vandever questioned whether the interconnect <br />alternative would allow the closing of Twyman Road. <br /> <br /> Ms. Waters stated that the residents of the neighborhood <br />had concerns about adding the connector road and did not <br />object to keeping Twyman Road open if the traffic on it did <br />not increase by more than 10%. <br /> <br /> Responding to a question from Mr. Buck, Rev. George <br />Conway, Headmaster of St. Anne's, stated that in order to <br />open in the fall of 1991, construction needed to begin this <br />summer. <br /> <br /> Mr. Kurt Glockner, architect for the project, stated <br />that the construction is under a tight deadline. <br /> <br /> Ms. Waters stated that she felt it would be <br />irresponsible for Council to grant the special permit without <br />addressing the safety of the entrance onto Route 250. <br /> <br /> Mr. Buck stated that he would like more information on <br />the interconnect idea because of the potential of decreasing <br />the level of service as a result of the signal changes. <br /> <br /> Rev. Conway stated that deferring the matter would work <br />a hardship on the school and added that the traffic problems <br />on Route 250 are not new. <br /> <br /> Mr. Buck stated that he would only vote to grant the <br />special permit if he felt there would be no substantial <br />adverse impact as a result of the expansion. <br /> <br /> Ms. Waters requested that staff work with St. Anne's and <br />stated that Council would reconsider the matter as soon as <br />possible. <br /> <br />It was the consensus of Council to defer the matter. <br /> <br />RESOLUTION: APPROVING SPECIAL PERMIT FOR 806 KING STREET <br /> <br /> Mr. Ron Higgins, Planner in the Department of Community <br />Development, stated that the Planning Commission recommended <br />approval of granting the special permit for 806 King Street <br />for the following reasons: 1) It would not have a significant <br />adverse impact on the surrounding neighborhood and area if <br />conditions are met~ 2) The proposal is compatible with <br />surrounding buildings and uses) and 3) The proposal allows <br />for additional affordable residential development in the <br />Fifeville area which is consistent with the goals of the <br />Comprehensive Plan, the Fifeville Neighborhood Three-Year <br />Action Plan and the Housing Strategy for Charlottesville. <br /> <br /> <br />
