Edwards <br /> and Ms. Waters. <br /> <br />ORDINANCE: APPROVING~ENHANCED 911 SYSTEM (2nd reading) <br /> <br /> Mr, O'Connell stated that small increases were <br />anticipated in the work load for the Fire and Police <br />Departments but staff did not feel this would have a <br />significant impact. <br /> <br /> Ms. Slaughter stated that a citizen had called and <br />expressed concern that E.911 would remove the ability for a <br />caller to call 911 anonymously and that people may no longer <br />call to report illegal activity if they think they could be <br />identified. <br /> <br /> John deKoven Bowen, Chief of Police, stated that as a <br />matter of policy information regarding people who wish to <br />remain anonymous is not given out and that policy would stay <br />in effect with E-91!. Chief Bowen stated that he felt it <br />was a legitimate concern but one which could be addressed. <br /> <br /> Ms. Slaughter stated that she would like to see some <br />alternative, such as another telephone number, developed to <br />ensure anonymity. <br /> <br /> The ordinance entitled "AN ORDINANCE ADDING A NEW <br />ARTICLE TO CHAPTER 30 OF THE CODE OF THE CITY OF <br />CHARLOTTESVILLE, 1990, AS AMENDED, ESTABLISHING ENHANCED <br />EMERGENCY TELEPHONE SERVICE (E-911) AND IMPOSING A SPECIAL <br />TAX ON CONSUMERS OF TELEPHONE SERVICE," which was offered at <br />the May 20th meeting, was approved by the following vote. <br />Ayes: Ms. Slaughter, Mr. Toscano, Mr. Vandever. Noes: <br />None. Absent: Rev. Edwards and Ms. Waters. <br /> <br />ORDINANCE: ADOPTING UTILITY RATES AND FEES (2nd reading) <br /> <br /> Ms. Slaughter proposed an amendment to the ordinance, in <br />response to a concern expressed by~a citizen, that would <br />provide for one pilot relight and one meter disconnect and <br />reactivation, for those households who use gas for heating <br />only and where the disconnect is voluntary so that people can <br />have their gas discontinued during warm weather without <br />charge. <br /> <br /> It was agreed that the ordinance would be deferred so <br />language could be included to reflect Ms. Slaughter's <br />amendment. <br /> <br />PUBLIC <br /> <br />There were no matters by the public. <br /> <br />OTHER BUSINESS <br /> <br /> Ms. Slaughter noted that the recreation program report <br />showed that there is little partiCipation from youth 15 to 18 <br /> <br /> <br />
