269 <br /> <br /> Mr. O'Connell explained that nothing is being done~with <br />regard to the Pen Park land at the present time. <br /> <br /> Mr. Toscano recommended that Council think now about <br />what they would want developed there in the future. <br /> <br /> Mr. O'Connell stated that it was necessary to find out <br />the general cost of the environmental clean u~ of'the ~i. <br />property and it was the consensus of Council to proceed to <br />determine the cost of finding out the cost to clean up the <br />site. <br /> <br /> Ms. Slaughter stated that she would favor discussing how <br /> the property could be developed. <br /> <br /> Ms- Waters expressed Concern about developing proposals <br /> too far in advance of any actual development of the property. <br /> <br />SECOND FLOOR HOUSING DOWNTOWN <br /> <br /> Mr. Huja Stated that_Second floor residentia1 <br /> development was hapPening in the private market since Parking <br /> regulations were changed for suCh projects downtown. <br /> <br />LAND LEASES ~ <br /> <br /> Ms. Waters recommended that the City find out <br /> information from other localities that have experience with <br /> land leases. ~ <br /> <br />COOPERATIVE HOUSING <br /> <br /> Ms. Slaughter stated that to her knowledge cooperative <br />housing has worked bes~ in older apartments as an alternative <br />to becoming condominiums. Ms. Slaughter recommended that the <br />City explore with CHF any existing situations where <br />cooperative housing might work. <br /> <br />CHIP <br /> <br /> Ms. Slaughter stated that she would like to see the <br />possibility explored of putting funds aside to enable CHIP to <br />rehabilitate and preserve historic homes in cases where the <br />owners have low incomes. <br /> <br /> Rev. Edwards recommended that the City also explore a <br />partnership with MACAA. <br /> <br />WEST MAIN HOUSING <br /> <br /> Mr. Toscano noted that ren~ai'housing had not been <br />discussed and stated that he would-like to-see creative <br />proposals for student housing on West Main Street. <br /> <br /> Ms. Waters stated that she felt housing along West Main <br />would more likely be graduate student housing and added that <br />as long as there is a high demand for rental property it will <br />be difficult to keep rental prices down. Ms. Waters <br />expressed concern over the heavy traffic on West Main Street. <br /> <br /> Ms. Slaughter stated that she felt higher density rental <br />property on West Main Street was a good idea, noting that it <br />was on the bus and bike route. <br /> <br /> it was agreed that the _issue would be raised with <br />UniverSity officials at the next Planning and Coordination <br />Council (PACC) meeting. <br /> <br />STATE FUNDING PROGRAMS <br /> <br /> Ms. Waters raised the issue of receiving State funding <br />for programs which then brings in more people in need and the <br /> <br /> <br />
