4. <br />• Add Section 16-43.1 as follows: <br />Section 16-43.1. <br />Removal of illegally parked vehicles. <br />(a) Pursuant to the provisions of Section 16-13 of this Code the <br />chief of police is hereby authorized and directed to order the towing or <br />removal of motor vehicles, trailers or semitrailers parked on city streets <br />or rights-of-way or alleys in violation of law in the following instances: <br />(1) Any vehicle parked in such a manner as to block or impede the <br />orderly movement of traffic through an intersection. <br />(2) Any vehicle parked in such a manner as to block or impede access <br />to a private driveway, or alley, or to essential fire or police services, <br />including vehicles parked within fifteen feet of a fire hydrant. <br />(3) Any vehicle obstructing access to a garbage or refuse dumpster, <br />provided the location in which such vehicle is parked is marked with official <br />signs designating it as a "no parking" zone. <br />(4) Any vehicle parked in a "no parking," "no stopping" or "no <br />standing" zone in violation of Sections 16-33, 16-34 or 16-35, provided <br />Duch zone is marked with an official sign designating it as a zone in <br />which towing is enforced. <br />(5) Any vehicle parked in a permit parking zone without a valid permit <br />in violation of Article III, Division 3 of this chapter. <br />(b) The chief of police shall contract with a qualified person or <br />persons owning or operating towing and vehicle storage services to perform <br />the removal and storage of vehicles as required by (a) of this section. <br />Such contract or contracts shall be let only by competitive bids, and shall <br />provide that such owner or operator of towing and storage services shall <br />indemnify the owners of vehicles for loss or damage of the vehicles or <br />contents thereof during such removal or storage; provided, however, that <br />if no bids are received after having been duly solicited by public advertise- <br />ment such contract may be let on a negotiated basis. Such contractors <br />shall further be required to furnish the city with evidence of liability <br />insurance adequate to cover such indemnity. Such contract shall also <br />specify the amounts to be charged for removal and storage. <br />(c) Removal of vehicles pursuant to this section shall be performed <br />only in the presence and under the direction and supervision of a police <br />officer, who shall immediately notify the chief of police or his authorized <br />representative of the fact of such removal. The chief of police shall <br />Worthwith ascertain the name and address of the owner and notify him of the <br />place at which the vehicle may be claimed. <br />
